TEER (Training, Education, Experience and Responsibilities) determines which immigration streams accept your occupation. Higher-skilled = TEER 0 / 1 / 2 / 3.
TEER 0 — Management
Eligible for Express Entry (FSW + CEC) provided language, education, and experience thresholds are met. Most PNP skilled streams accept this TEER.
TEER 1 — University degree
Eligible for Express Entry (FSW + CEC) provided language, education, and experience thresholds are met. Most PNP skilled streams accept this TEER.
TEER 2 — College diploma / 2+ yrs apprenticeship
Eligible for Express Entry (FSW + CEC) provided language, education, and experience thresholds are met. Most PNP skilled streams accept this TEER.
TEER 3 — College certificate / <2 yr apprenticeship
Eligible for Express Entry (FSW + CEC) provided language, education, and experience thresholds are met. Most PNP skilled streams accept this TEER.
TEER 4 — High school + occupation-specific training
Limited Express Entry eligibility. PNP options are stream-specific — most often agricultural, hospitality, or caregiver streams.
TEER 5 — Short work demonstration / no formal credentials
Not eligible for Express Entry. Available pathways: Agricultural / Home Care worker pilots, Rural Renewal streams, employer-driven LMIA + PNP.
