Immigrate to Canada from Saudi Arabia

Saudi Arabia is primarily a study and skilled-work source for Canada — see our live study permit dashboard for year-by-year volume (27,295 permits since 2015) and EE admissions data for the PR pipeline.

Last updated:

Saudi Arabia hosts one of the world's largest expat populations. Most of our KSA-based clients are South Asian (Pakistani, Indian, Bangladeshi) or Arab-region nationals working in healthcare, oil & gas, engineering, education, and management. Many are senior professionals with stable incomes and Saudi residency (Iqama) for years — and are now looking to permanently relocate to Canada with their families.

Canada is consistently the leading destination for KSA-based expats considering long-term migration: stable legal system, established Pakistani-Canadian, Indo-Canadian, and Arab-Canadian communities, immigration pathways for skilled workers, and a publicly-funded healthcare system. The path most KSA-based families take is Express Entry (when CRS allows) or a PNP (BC PNP, OINP, AAIP) supplemented by spousal sponsorship for families where one spouse is already in Canada.

Halani Immigration Services Inc. (RCIC-IRB R711322) works extensively with KSA-based clients in Riyadh, Jeddah, Mecca, Medina, Dammam, Al Khobar, Taif, Tabuk, Buraydah, Khamis Mushait, Hofuf, Hail, Najran, Yanbu, Abha, Jubail, and the wider Eastern and Western Provinces. We work in English, Urdu, Hindi, Gujarati, and Katchi. Most files are processed outland from KSA - the applicant remains in Saudi Arabia until landing in Canada.

Common challenges on KSA files

KSA-based applications share a profile with UAE files — strong applicant qualifications, but documentation needs to be assembled across multiple jurisdictions. The challenge is operational, not eligibility.

Police certificates are required from KSA (the General Directorate of Investigation, or local Iqama-issuing authority) AND from the country of nationality. KSA police certificates are issued in Arabic and need certified English translation. Order timing matters — certificates are valid for limited periods, so issuing them too early risks expiry before submission.

Reference letters from Saudi employers should reflect NOC TEER duty statements. Many KSA employers use job titles that don't map cleanly to Canadian NOC — "General Practitioner" vs "Family Physician," "Engineer" vs specific engineering disciplines. We help align the reference letter language to the correct NOC.

For healthcare professionals, additional credentialing may be needed for full Canadian licensure — but this is a post-landing concern, not a permanent-residence eligibility issue. We routinely flag the licensure pathway (NCLEX for nurses, MCC exams for physicians) so families can plan the transition.

Ties-to-home for visitor visas from KSA can be ambiguous. Strong KSA Iqama and ongoing employment is one anchor; family in country of nationality (Pakistan, India) is another. We frame both for the visa officer.

Visa office serving Saudi Arabia: Riyadh (with Abu Dhabi backup processing for some application types)

IRCC Riyadh processes most temporary resident applications for KSA residents. Permanent residence files under Express Entry are processed centrally, with biometrics through the Riyadh, Jeddah, or Al Khobar VAC.

Document translations from Arabic must be by an accredited translator. Most professional documents — medical degrees, engineering certificates, employer letters — are bilingual in KSA and accepted in English. Original Arabic documents are typically still required as backups.

Frequently asked questions — Saudi Arabia

How are KSA-based files processed — through Riyadh or somewhere else?
IRCC Riyadh is the primary visa office for KSA residents. Express Entry and most PR applications follow the central federal queue, with biometrics and documents through the Riyadh / Jeddah / Al Khobar VAC. Some application types may route through Abu Dhabi.
Can my Saudi police certificate be used if I'm not a Saudi national?
Yes — IRCC requires a police certificate from every country lived in for 6+ months since age 18, including KSA if you have an Iqama and have been resident. Saudi nationals are also required to provide a police certificate from KSA. The certificate is issued in Arabic and must be accompanied by a certified English translation.
I'm a Saudi-employed nurse — can I qualify under category-based draws?
Yes — nurses are on the IRCC healthcare category list, which has lower CRS cut-offs in category-based draws. The 2026 healthcare list also includes physicians, dentists, pharmacists, physiotherapists, psychologists, and chiropractors. NOC TEER classification needs to match the category — we re-verify this for every healthcare client.
Should I quit my Saudi job before applying for PR?
No. Active employment is your primary work-experience evidence. Maintain Iqama and salary continuity through the application process. Resign only when COPR is in hand and you have a clear landing date. Note: end-of-service benefits in KSA can be substantial — plan the timing so you don't lose accrued benefits.
Can my Saudi-born children come to Canada with us?
Yes. Dependent children (under 22 and unmarried, or older if disabled) are included on the same PR application as accompanying dependants. Birth certificates from KSA must be obtained and apostilled / certified-translated. We coordinate the entire family's documentation.
How long does Express Entry take from KSA to landing in Canada?
Typical timeline: profile creation and ECA + IELTS (1-3 months), pool wait until ITA (varies — could be weeks for category-based, months for general), eAPR submission (60-day window), federal processing (5-6 months), landing. Total: 9-15 months from start to landing for most KSA files.
