Biometrics are routed through Service Canada / IRCC biometrics-collection partners across the Lower Mainland.

For overseas-routed applications, the visa office depends on country of nationality. Frequently asked questions — Vancouver

I'm a software developer in Vancouver. BC PNP Tech or Express Entry CEC?

Both work depending on your CRS. BC PNP Tech runs weekly draws targeting specific tech NOCs with relatively low CRS cutoffs (often 90-100 on BC PNP's own scoring system — separate from federal CRS). A BC PNP Tech nomination brings +600 CRS for the federal Express Entry stage. Federal Express Entry CEC alone requires you to be competitive at current federal draw cutoffs (480-540 in 2025-2026). For most Vancouver tech professionals, BC PNP Tech is the faster route to PR, particularly if your federal CRS is below 480. We map specifically at consultation.

I'm Iranian and live in North Vancouver. Special Measures PR pathway?

The Iranian Special Measures introduced in 2022-2023 provide temporary residence (open work permits, study permits) and family-class facilitation. The PR pathway depends on your specific situation. Express Entry CEC works if you have eligible Canadian work experience; the H&C (Humanitarian and Compassionate) route works based on establishment in Canada and country conditions in Iran. Some Iranian Special Measures applicants also qualify under refugee-protection grounds (Mahsa Amini movement, religious conversion, LGBTQ+ identity, military-service evasion). How has BC PNP changed in 2026?

BC PNP made several significant changes effective January 22, 2026: the Skills Immigration application fee increased from CAD $1,475 to CAD $1,750 per application; eligibility criteria for several streams were tightened; processing focus shifted toward priority economic occupations. These changes affect file-submission strategy and timing materially. We follow BC PNP's published instructions closely and adapt file strategy as the program evolves.

Do you speak Mandarin or Farsi?

Shoukat Halani conducts consultations in English, Urdu, Hindi, Gujarati, and Katchi. For Mandarin, Cantonese, Farsi, and other Vancouver community languages, we work with interpreters or with English-speaking family members joining the consultation. The substantive legal work is conducted in English regardless of consultation language. Amazon Vancouver typically pays competitive tech salaries and the role is usually a TEER 0-1 NOC (software engineer, data scientist, technical program manager, etc.). For a UBC graduate aged 26-30 with strong language scores, a master's-level credential, and 12+ months of Amazon work experience, federal CRS lands in the 480-540 range — competitive for federal Express Entry CEC. BC PNP Tech can add +600 CRS as backstop. Most UBC + FAANG-tier files we work close to PR within 14-20 months of PGWP start. We assess specifically at consultation.

I'm a Vancouver PR and I've been working in Singapore for 4 years. Will I lose my PR?

Permanent residence requires 730 days (2 years) of physical presence in Canada within each 5-year period. 4 years overseas + 1 year in Canada does not meet the threshold. Options depend on whether your overseas work qualified for residence-obligation credit (working abroad for a Canadian business, accompanying a Canadian-citizen spouse, etc.) and on H&C grounds. If you've been found in breach and received a decision letter, the IAD residence-obligation appeal must be filed within 30 days. Time-critical — book within 5 days.
