British Columbia Provincial Nominee Program (BC PNP)
The British Columbia Provincial Nominee Program - BC PNP is B.C.'s main economic immigration program. It allows British Columbia to nominate skilled workers, healthcare professionals, international graduates, eligible post-graduates, and selected high-impact candidates for Canadian permanent residence.
The BC PNP has two main immigration pathways: Skills Immigration and Entrepreneur Immigration. This page focuses on Skills Immigration, which is the main pathway for workers, graduates, and employer-supported applicants. Entrepreneur Immigration is covered on a separate business immigration page. British Columbia confirms that Skills Immigration is for skilled workers with the experience, education, and qualifications needed to address B.C.'s workforce needs.

How the BC PNP works: the Skills Immigration pathway allows eligible candidates to apply through B.C.'s provincial system. Many streams require an online registration, a score, and an invitation to apply; some streams allow direct application without registration. The general process is (1) choose the correct stream, (2) register online if required, (3) wait for an invitation to apply, (4) submit the BC PNP application, (5) wait for the nomination decision, and (6) apply to IRCC for permanent residence. Candidates must use the BC PNP Online User Portal; most Skills Immigration candidates must register online before they can be invited to apply. A registration can remain active for up to 12 months, and invited candidates generally have 30 calendar days to submit a complete application.
Important 2026 BC PNP updates: (1) Selection is more targeted and strategic. B.C. issues targeted invitations to candidates who can create high economic impact; for example, on 22 April 2026 BC PNP issued 484 invitations to candidates who would create high economic impact in B.C., including candidates with a minimum wage of $62/hour and $125,000/year in TEER 0, 1, 2, or 3 jobs, and candidates with a minimum score of 138 points. (2) The Entry Level and Semi-Skilled (ELSS) Stream is officially closed; the last invitations were issued on 10 December 2024, and B.C. announced that ELSS will be removed from the registration system and program guide. (3) B.C. announced that it will not launch new student streams; international graduates may still explore existing BC PNP streams but should not rely on proposed new graduate streams that are not being launched. (4) The final draw for previous priority technology occupations occurred on 3 December 2024; the old "Tech Draw" structure should not be presented as if it is still operating in the same way - technology workers may still qualify under existing BC PNP streams where they meet requirements. (5) Effective 22 January 2026, the BC PNP Skills Immigration application fee increased from CAD $1,475 to CAD $1,750.

Skilled Worker Stream
Base / Non-EEFor workers with a full-time, indeterminate job offer from an eligible B.C. employer in a skilled occupation. May be available through the regular BC PNP route or the Express Entry BC option if the applicant also qualifies under Express Entry. Often suitable for experienced workers already working in B.C. or candidates with strong B.C. employer support.

B.C.'s technical guidance confirms that candidates who meet the requirements for the Health Authority Stream can submit an application directly without registration.

International Graduate Stream
Base / Non-EEFor recent graduates from eligible Canadian post-secondary institutions who have a qualifying full-time job offer from a B.C. employer. May also be available through an Express Entry BC option. Useful for PGWP holders who studied in Canada and secured a genuine B.C. job offer.

International Post-Graduate Stream
Base / Non-EEOne of B.C.'s strongest graduate pathways because it does not require a job offer if the applicant completed an eligible master's or doctoral-level program in an eligible field from a B.C. post-secondary institution. The BC PNP technical guide confirms this stream does not require registration and can be submitted directly. Suitable for eligible B.C. graduates in fields connected to natural, applied, or health sciences, subject to the current program guide and eligible-program rules.

Express Entry BC (EEBC) Option
Express Entry-alignedSome BC PNP Skills Immigration streams are available through an Express Entry BC (EEBC) option. If the applicant qualifies under a federal Express Entry program and receives a BC PNP nomination through an EEBC stream, the nomination is connected to the Express Entry profile and adds 600 CRS points, leading to a federal Invitation to Apply in most cases. Applicants must select the stream that starts with "Express Entry BC" in the BC PNP Online system so the nomination is connected to the IRCC Express Entry profile.

The BC PNP is not just about meeting a checklist. Applications must be credible, properly documented, and aligned with B.C.'s labour-market and economic priorities. Because B.C. uses targeted invitations and high-impact selection factors, candidates with a B.C. job offer are not automatically guaranteed an invitation or nomination.
Priority and targeted selection areas in B.C.: Care - B.C. states that the BC PNP may prioritize certified early childhood educators, French-speaking elementary and secondary school teachers, veterinarians, and veterinary technologists working toward Canadian certification. Build - B.C. may target certified trade workers and skilled workers contributing to projects of strategic importance to the province. Innovate - B.C. continues to target top talent across sectors to support innovation, productivity, and economic growth. Regional Immigration Collaboration (RIC) supports economic development strategies in communities outside the Metro Vancouver Regional District.

Fees
The BC PNP Skills Immigration application fee is CAD $1,750 as of 22 January 2026 (increased from CAD $1,475). Federal IRCC permanent residence fees, biometrics, medical exams, police certificates, translations, ECAs, language tests, and professional fees are separate.
