Sri Lankan civil documents (birth certificates, marriage certificates) are issued by the Department of the Registrar General of Sri Lanka. The certificates are generally well-accepted by IRCC Colombo. For documents issued under wartime conditions in the North and East (Jaffna, Trincomalee, Batticaloa, Mullaitivu, Kilinochchi), re-issued or supplementary documents may be needed where original records were lost. We assist with re-issuance applications.

Sri Lankan Tamil refugee claims at the IRB now require detailed and specific risk profiles, given that the active armed conflict ended in 2009. Generic 'Tamil from the North' claims have lower acceptance rates than they did pre-2009; current acceptance focuses on specific risk indicators: documented post-war detention, family connections to former LTTE members or supporters, ongoing surveillance by Sri Lankan security forces, or specific incidents of violence experienced by the claimant. UNHCR, US State Department, and Amnesty/HRW reports continue to document ongoing risks for certain Tamil profiles. Files require careful evidence building.

Document verification on Sri Lankan files is generally efficient through IRCC Colombo. The most common procedural complication is name-transliteration inconsistency between Tamil/Sinhala names and English-language documents (Sri Lankan passports, civil documents, academic records, banking documents). We audit name consistency at intake and prepare name-affidavit support where variations are unavoidable.

Visitor visa applications from Sri Lanka generally face moderate scrutiny. The Sri Lankan economic crisis (2022-2023) increased officer attention to ties-to-home demonstration. Property ownership documentation, ongoing employment with verifiable contact info, and dependants in Sri Lanka are the standard ties-to-home anchors. Travel history (UK/EU visits if available) strengthens the file.

Common refusal grounds: relationship-evidence weakness on arranged-marriage files (particularly Hindu Tamil arranged marriages where pre-marriage contact history may be limited), and document gaps where civil-registry records from wartime-affected districts are incomplete. Most temporary resident and family-class applications from Sri Lanka are processed at IRCC Colombo, with biometrics submitted at the Colombo VAC. Permanent residence applications under Express Entry are processed centrally through the IRCC Centralized Network, but biometrics and certain follow-ups still route through Colombo VAC.

Police certificates from Sri Lanka are obtained from the Sri Lanka Police Headquarters in Colombo. The certificate must show full legal name, NIC (National Identity Card) number, address history (covering 6+ months at any address since age 18 per IRCC requirements), and 'no record' status. Document translations from Tamil or Sinhala require certified translator credentials.

Outland spousal sponsorship through IRCC Colombo currently processes in approximately 13-16 months from AOR (Acknowledgment of Receipt). Inland sponsorship through SCLPC processes in 9-12 months with an Open Work Permit during processing. The right option depends on whether the Sri Lankan spouse is currently in Canada (inland is usually faster) or in Sri Lanka (outland is the only option).

Can I sponsor my elderly Sri Lankan parents to live with me in Scarborough?
Yes — through the Parents and Grandparents Program (PGP), but it is lottery-gated. While waiting for a PGP invitation, the Super Visa is the best alternative: a 10-year multi-entry visa allowing stays of up to 5 years per visit. Most Sri Lankan-Canadian families use Super Visa as a long-term solution while waiting for PGP. Sri Lanka-resident parents need medical insurance meeting CAD $100,000 minimum coverage.

It depends on your profile. For professionals with university degrees, strong English, and 3+ years of relevant work experience, Express Entry FSW is the cleanest direct PR pathway.
