BC Entrepreneur Immigration Streams
Entrepreneur Immigration - Base Stream
The Base Stream is designed for experienced entrepreneurs who want to establish a new business or purchase and improve an existing business in British Columbia. May be suitable for entrepreneurs who have a stronger investment capacity and wish to operate a business anywhere in B.C., including larger urban markets.
Typical key requirements:
- Minimum personal net worth of CAD $600,000
- Minimum eligible personal investment of CAD $200,000
- At least one-third ownership of the B.C. business, unless investing at least CAD $1 million
- Creation of at least one new full-time equivalent job for a Canadian citizen or permanent resident
- Business ownership or senior management experience
- Active day-to-day management of the business in B.C.
- Minimum CLB 4 language proficiency by the final report stage
- Intention to reside within reasonable proximity of the business
Under the Base Stream, applicants generally register with the BC PNP, receive a score, wait for an invitation, submit a full application if invited, sign a performance agreement if approved, apply for a work permit, operate the business in B.C., and later request nomination after meeting the performance conditions.
Entrepreneur Immigration - Regional Stream
The Regional Stream is designed to attract entrepreneurs to participating smaller communities outside major urban centres. It focuses on businesses that align with the economic development priorities of participating communities. May be suitable for entrepreneurs who are open to settling in a smaller B.C. community and building a business that responds to local needs.
Typical key requirements:
- Minimum personal net worth of CAD $300,000
- Minimum eligible personal investment of CAD $100,000
- At least 51% ownership of the proposed business
- Creation of at least one full-time equivalent job for a Canadian citizen or permanent resident
- Business ownership or senior management experience
- Exploratory visit to the participating community
- Community referral before registration
- Minimum CLB 4 language proficiency at registration
- Active management and residence in the supporting community
The Regional Stream is now an ongoing stream, not merely a pilot, and requires community participation and referral. The entrepreneur must first identify a participating community, conduct an exploratory visit, discuss the business proposal with the community, and obtain a community referral before registering with the BC PNP.
Active Management and Residency Requirements
BC PNP Entrepreneur Immigration requires real business operation, not passive investment. Active management must occur while the applicant is physically present at the business in B.C. Regional Stream applicants must intend to reside in the supporting community and be physically present in B.C. for at least 75% of the time while on a work permit. For the Base Stream, applicants must also demonstrate residence close to the business and physical presence in B.C. for at least 75% of the time while operating the business on a work permit.
BC Entrepreneur Immigration Process
Step 1 - Business Proposal and Strategy: The entrepreneur develops a business proposal that shows experience, investment capacity, business viability, local market understanding, and economic benefit to B.C.
Step 2 - Registration with BC PNP: Submit an online registration through the BC PNP system. The registration is scored based on human capital, business background, investment, job creation, location, and business concept.
Step 3 - Invitation to Apply: High-ranking candidates may receive an Invitation to Apply. If invited, the applicant must submit a complete application and undergo net-worth verification.
Step 4 - Application and Interview: BC PNP reviews the application and may require an interview to assess the entrepreneur's experience, business plan, investment proposal, and ability to implement the business.
Step 5 - Work Permit and Business Establishment: If approved, the entrepreneur signs a performance agreement and receives a work permit support letter to apply to IRCC for a work permit and establish the business in B.C.
Step 6 - Final Report, Nomination, and PR: After operating the business and meeting the performance agreement, the entrepreneur submits a final report. If approved, B.C. may issue a provincial nomination, allowing the applicant to apply to IRCC for permanent residence.
