Northwest Territories Business Stream
The Northwest Territories Business Stream is a business immigration pathway under the Northwest Territories Nominee Program (NTNP). It is designed for foreign entrepreneurs who want to start a business, purchase an existing business, or invest in and operate a business in the Northwest Territories.
This pathway is not a passive investment program. Applicants must be ready to settle in the Northwest Territories, actively manage the business, understand the local economy, and meet the terms of a Business Performance Agreement before nomination for permanent residence.

Northwest Territories Business Stream - Key Requirements
The NTNP Business Stream is for entrepreneurs and owner-operators who intend to establish business operations in the Northwest Territories. The official program page confirms that applicants may start a business, purchase an existing business, or invest in and operate an existing NWT business. It also states that the stream has no wait-list, faster processing times, and program staff support through the process.
Typical requirements:
- Minimum investment of CAD $200,000 if the business is within the corporate boundaries of Yellowknife
- Minimum investment of CAD $100,000 if the business is outside Yellowknife
- Minimum personal net worth of CAD $500,000 for a business within Yellowknife
- Minimum personal net worth of CAD $250,000 for a business outside Yellowknife
- At least 33.3% ownership of the business, unless investing at least CAD $1,000,000
- Minimum language proficiency of CLB/NCLC 4
- Reasonable knowledge and understanding of the Northwest Territories and its economy
- Communication skills suitable to conduct business and integrate into the local community
- Necessary experience and education to implement the business plan
- Sufficient financial resources to start and operate the business and support the applicant and dependants
- No active application with another provincial or territorial nominee program
- No active application with another NTNP stream
- Applicant must not be a refugee claimant
- Genuine intention to settle full-time in the Northwest Territories
Investment and Net Worth: Yellowknife vs. Outside Yellowknife
The NWT Business Stream has different financial requirements depending on where the business will be located.
For a business within Yellowknife: Minimum eligible investment CAD $200,000; minimum personal net worth CAD $500,000.
For a business outside Yellowknife: Minimum eligible investment CAD $100,000; minimum personal net worth CAD $250,000.
This makes location strategy very important. A business outside Yellowknife may have lower financial thresholds, but the proposal must still be realistic, viable, and supported by local market research.
Ownership Requirement
Applicants must generally own at least one-third / 33.3% of the business they are starting or buying. However, if the applicant makes a personal equity investment of at least CAD $1,000,000, they may own less than one-third of the business. This means the ownership structure must be carefully planned. Shareholding, partnership agreements, purchase documents, investment records, and management control should be consistent with the immigration strategy.
Exploratory Visit and Interview
The NTNP Business Stream requires serious local investigation. The official program process includes a self-assessment, an exploratory trip to the Northwest Territories, and face-to-face interview steps before the formal application stage.
Applicants must make at least one business trip to the Northwest Territories before being invited to submit an application. The business trip must be for at least four full business days at the proposed business location. Travel days, interview days, and statutory holidays do not count toward those four days.
A strong exploratory visit may include meetings with business sellers, realtors, suppliers, municipal or economic-development offices, accountants, lawyers, chambers of commerce, landlords, banks, and local service providers.
Business Plan and Local Market Research
A strong NWT Business Stream application must show more than investment capacity. It must show that the applicant understands the local market and can realistically operate the proposed business. Business concepts may be prioritized if they are new and innovative to the NWT or if they generate significant benefits to the territory in investment and job creation.
A strong business plan should address: Why the selected NWT location is suitable; what local demand exists for the business; how the investment will be used; how the applicant's experience supports the proposed business; how the business will operate in northern conditions; how supply chain, staffing, housing, climate, and logistics will be managed; whether the business will create jobs for NWT residents; how the applicant and family will settle in the community.
Job Creation Expectations
Job creation is an important part of the NWT Business Stream. Business plans must include a plan to hire at least one full-time employee and one part-time employee if the business is located within Yellowknife. For a business outside Yellowknife, the plan must include at least one full-time employee or two part-time employees. This employment plan should be practical and supported by the proposed business model, staffing needs, wages, local labour availability, and financial projections.
Application Fee and Online Submission
Applicants must create an online NTNP account to submit the application and pay a CAD $2,800 application fee. Applications are generally not accepted by email, mail, or fax unless otherwise agreed by NTNP staff. The fee is non-refundable. Only complete applications are assessed.
Northwest Territories Business Stream Process
Step 1 - Self-Assessment and Initial Research: Review the minimum requirements, financial capacity, business background, language ability, settlement intention, and business concept.
Step 2 - Exploratory Visit and Interview: Conduct a business trip to the Northwest Territories and participate in required face-to-face interview steps with NTNP Business Stream staff.
Step 3 - Pre-Screening and Invitation: After the visit and interview, NTNP assesses the business concept and interview results. If successful, the applicant may be invited to submit a formal application.
Step 4 - Formal Application: Submit a complete application, business plan, third-party financial verification report, settlement plan, and supporting documents through the NTNP online system.
Step 5 - Application Review: NTNP reviews the applicant, business plan, financial documents, investment plan, local market research, and settlement plan. Additional information or another interview may be requested.
Step 6 - Business Performance Agreement: If approved, the applicant signs a Business Performance Agreement with the Government of the Northwest Territories.
Step 7 - Work Permit and Business Operation: After the Business Performance Agreement is signed, the applicant may receive support for a two-year temporary work permit to come to the NWT and operate the business.
Step 8 - Final Report and Nomination: After developing and operating the business and meeting the agreement, the applicant submits a final report. If successful, the applicant may receive nomination for permanent residence.
