Prince Edward Island Entrepreneur Stream

The Prince Edward Island Entrepreneur Stream, officially known as the PEI PNP Business Impact Category - Work Permit Stream, is a business immigration pathway for experienced entrepreneurs, business owners, and senior managers who want to invest in and actively operate a business in Prince Edward Island.

This pathway is not a passive investment program. PEI requires applicants to move to the province, actively manage the business, and meet the terms of a Performance Agreement before they can be considered for provincial nomination and permanent residence.

PEI Work Permit Stream

The PEI Work Permit Stream is for foreign nationals with business ownership or extensive management experience who want to move to Prince Edward Island, start or operate a business, and eventually become permanent residents. PEI confirms that applicants must invest in and run a business in the province and may be eligible for nomination through this stream.

The former PEI 100% Ownership and Partial Ownership streams are no longer the active route for new entrepreneur invitations. Since 20 September 2018, PEI has invited entrepreneurs through the Work Permit Stream, while the 100% Ownership and Partial Ownership streams were closed.

PEI Entrepreneur Stream - Key Requirements

  • Minimum verifiable personal net worth of CAD $600,000
  • Net worth accumulated through legal and legitimate sources
  • Minimum education equivalent to secondary school
  • Age between 21 and 59 at the time of application
  • Transferable management skills and past employment or business ownership experience
  • Minimum language proficiency of CLB/NCLC 4
  • Intention to live and work in PEI
  • Day-to-day active and ongoing management of the PEI business
  • Attendance at an interview with PEI Office of Immigration staff
  • Compliance with the terms of the Performance Agreement

Net Worth Verification

PEI requires invited Work Permit Stream applicants to have their net worth verified by a Designated Net Worth Verifier. The province reviews not only the amount of the applicant's assets, but also whether the assets were accumulated through lawful and legitimate sources.

Effective 18 August 2022, all applicants invited to apply under the Work Permit Stream must have their net worth verified by one of the province's designated net worth verifiers. A strong file should include clear, consistent, and well-organized evidence of business ownership, income, savings, property, investments, liabilities, tax records, and source of funds.

Expression of Interest and Application Fee

The PEI Work Permit Stream uses an Expression of Interest system. An EOI is not a full application - it is an indication that the applicant wishes to be considered for invitation under the PEI PNP Business Impact Category. An EOI profile remains active for six months, and the Office of Immigration reserves the right to limit intake or make exclusions from EOI draws.

There is no fee to create an Expression of Interest. If selected to apply, the PEI application fee is CAD $10,000, payable with the application. PEI's official page also explains refund rules depending on whether the file is accepted, declined, withdrawn before interview, or declined/withdrawn after interview.

Active Management Requirement

Prince Edward Island requires active business operation. The applicant must intend to live and work in PEI while providing day-to-day active and ongoing management of the PEI-based company.

A successful PEI entrepreneur case should show: A credible business concept; relevant business ownership or management experience; lawful and verifiable net worth; clear source-of-funds documentation; genuine intention to settle in PEI; realistic investment and operating plan; local market research; job creation or economic benefit; ability to meet the Performance Agreement.

PEI Entrepreneur Immigration Process

Step 1 - Eligibility Review: Review PEI's Work Permit Stream requirements and confirm whether net worth, age, education, language ability, business experience, and settlement plan are realistic.

Step 2 - Expression of Interest: Create a profile in the PEI EOI system. The EOI is not an application, but a request to be considered for invitation.

Step 3 - Invitation to Apply: If selected, instructions are received to submit a complete application package to the PEI Office of Immigration.

Step 4 - Application and Net Worth Verification: Submit provincial forms, supporting documents, business materials, and the CAD $10,000 application fee. Invited applicants must also complete net worth verification through a designated verifier.

Step 5 - Interview and Performance Agreement: PEI may require an interview. If the application is approved, the applicant signs a Performance Agreement setting out the business commitments required before nomination.

Step 6 - Work Permit and Business Operation: The applicant uses PEI support to apply for a work permit, moves to Prince Edward Island, and actively operates the business.

Step 7 - Nomination and Permanent Residence: After meeting the Performance Agreement, the applicant may be nominated by PEI and then apply to IRCC for permanent residence.
