Yukon Business Nominee Program

The Yukon Business Nominee Program (YBNP) is a business immigration pathway for experienced entrepreneurs and business owners who want to establish, purchase, or operate a business in Yukon and work toward Canadian permanent residence.

This pathway is designed for applicants who can bring business experience, investment, active management, and long-term settlement intention to Yukon. It is not a passive investment program. Applicants must be prepared to live in Yukon, actively manage the business, and meet program conditions before they can be nominated for permanent residence.

Halani Immigration Services Inc. provides professional guidance to entrepreneurs exploring the Yukon Business Nominee Program. Our services are led by Shoukat Qumruddin Halani, RCIC-IRB, licensed by the College of Immigration and Citizenship Consultants (CICC) under License No. R711322.

Yukon Business Nominee Program - Key Requirements

The YBNP is for foreign entrepreneurs who want to run a business in Yukon. The Government of Yukon confirms that applicants must achieve at least 65 points on the assessment grid, have at least a high school diploma, have at least 3 years of entrepreneurial or business management experience, and have at least 5 years of work experience relevant to the proposed business. Applicants must also not be refugee claimants or have an active refugee-status request with the Government of Canada.

Typical requirements:

  • Minimum score of 65 points on Yukon's assessment grid
  • Minimum high school education
  • At least 3 years of entrepreneurial or business management experience
  • At least 5 years of work experience relevant to the proposed business
  • Minimum personal net worth of CAD $500,000
  • Net worth obtained through lawful means and verified by a Yukon accounting firm
  • Minimum business investment of CAD $300,000
  • Intention to live in Yukon on a permanent basis
  • Active involvement in the management and operation of the business
  • Business plan or proposed venture that supports Yukon's economy
  • Signing and complying with a performance agreement if accepted

Business Investment and Ownership

A Yukon business immigration case must show that the applicant is making a real business investment and will actively operate the business in Yukon. The proposed business should be commercially viable and should contribute to Yukon's economy.

A strong business proposal should explain: What business will be established, purchased, or expanded; why the business is suitable for Yukon; how the applicant's experience connects to the business; how the investment will be used; where the business will operate; how the business will generate revenue; whether the business will create jobs or support local economic needs; how the applicant and family will settle in Yukon. The business should not be presented as a paper investment - Yukon expects entrepreneurs to be genuinely involved in business operations and settlement.

Active Management and Settlement Intention

The Yukon Business Nominee Program requires the applicant to live in Yukon and actively manage the business. The 2025 Yukon Business Nominee application form requires applicants to confirm that they intend to live in Yukon permanently and agree to sign a performance agreement if accepted into the program. It also warns that breach of the performance agreement or YBNP policy may result in revocation of nomination or participation in the program.

This means the business plan, settlement plan, investment plan, and personal circumstances must all support the same story: the applicant is not only investing in Yukon, but genuinely moving there to operate the business and build a future.

Yukon Business Nominee Program Process

Step 1 - Eligibility and Business Concept: The applicant reviews Yukon's eligibility requirements, assessment grid, business experience, net worth, investment capacity, and proposed business concept.

Step 2 - Application Submission: The applicant submits the Yukon Business Nominee Program application with supporting documents and business information.

Step 3 - Assessment and Selection: Yukon reviews the application, assesses the applicant's eligibility, business background, proposed investment, and settlement intention.

Step 4 - Performance Agreement: If accepted, the applicant signs a performance agreement outlining the business and settlement obligations that must be met.

Step 5 - Work Permit Support: Yukon may issue a letter of support so the applicant can apply to IRCC for a temporary work permit to come to Yukon and operate the business.

Step 6 - Business Establishment: The applicant moves to Yukon, invests in the business, actively manages operations, and works toward meeting the performance agreement.

Step 7 - Nomination and Permanent Residence: After meeting program and performance requirements, the applicant may be nominated by Yukon and then apply to IRCC for permanent residence.

Why Choose Yukon for Business Immigration

Yukon offers unique business opportunities for entrepreneurs who are open to northern Canada, smaller markets, and community-based business development. The territory has opportunities in sectors connected to local services, tourism, transportation, construction, natural resources, agriculture, retail, hospitality, and community needs.

Yukon may be suitable for entrepreneurs who want: A smaller and less saturated business environment; opportunities in northern and community-based markets; direct involvement in business operations; potential demand for essential services; a lifestyle outside major urban centres; long-term settlement in a northern Canadian territory.

Business opportunities in Yukon: Tourism and hospitality; retail and essential local services; transportation and logistics; construction-related services; food services and catering; agriculture and food supply; repair and maintenance services; professional and personal services; import, distribution, and supply businesses; community-based service businesses.

The business must make sense for Yukon. A proposal that may work in Toronto, Vancouver, or Calgary may not automatically work in Whitehorse or a smaller Yukon community. Market research is essential.

Major Business Centres and Communities in Yukon

Main Business Centre: Whitehorse.

Other Yukon Communities: Dawson City, Watson Lake, Haines Junction, Carmacks, Carcross, Mayo, Faro, Teslin, Ross River, Pelly Crossing, Burwash Landing.

Whitehorse is Yukon's primary business centre, but some business opportunities may also exist in smaller communities depending on local demand, supply gaps, and settlement feasibility.
