The Newfoundland and Labrador International Entrepreneur Category is a business immigration pathway under the Newfoundland and Labrador Provincial Nominee Program - NLPNP. It is designed for experienced business owners and senior managers who want to start, purchase, or actively operate a business in Newfoundland and Labrador while working toward Canadian permanent residence.

This pathway is not a passive investment program. Applicants must intend to live permanently in Newfoundland and Labrador, actively manage the business, and operate the business in the province for at least one full year before they may be considered for provincial nomination.

Start or Purchase a Business in Newfoundland and Labrador

This stream may support entrepreneurs who want to start a new business or purchase an existing business in the province. The business must be real, active, and commercially viable.

A strong business concept should explain: What business will be started or purchased; why Newfoundland and Labrador is suitable for the business; how the applicant's experience connects to the proposed business; how the investment will be used; how the business will generate revenue; whether the business will create employment or economic benefit; how the applicant and family will settle in the province.

Active Management Requirement

Newfoundland and Labrador requires active business operation. The applicant must live in the province and actively manage the business on a daily basis. This is not a pathway for applicants who only want to invest money while someone else operates the business.

A successful file should show: Direct involvement in business operations; relevant ownership or senior management experience; clear business decision-making authority; lawful and documented source of funds; practical investment plan; genuine settlement intention; local market research; ability to meet provincial business requirements.

Business Operation Before Nomination

The International Entrepreneur Category is performance-based. Applicants must first establish or purchase the business and operate it in Newfoundland and Labrador for at least one full year before they may be nominated for permanent residence. This means the immigration plan and business plan must work together from the beginning.

Net Worth and Financial Verification

Applicants must submit a business plan with verified financial documents and must demonstrate at least CAD $600,000 in personal and business assets that can be transferred to Canada.

A strong file should include clear evidence of: Business ownership; income history; bank balances; property ownership; investments; liabilities; tax records; sale proceeds, dividends, inheritance, or other source-of-funds history; lawful accumulation of assets. Financial documents must be consistent with the business plan, investment proposal, and personal settlement plan.

NL International Entrepreneur Process

Step 1 - Eligibility and Business Concept: Review eligibility, business background, financial capacity, education, age, settlement intention, and proposed business concept.

Step 2 - Expression of Interest: Submit an Expression of Interest to be considered under the International Entrepreneur Category.

Step 3 - Invitation to Apply: If selected, the applicant may receive an invitation to submit a complete application and supporting documents.

Step 4 - Application and Financial Verification: Submit the full application, business plan, financial documents, source-of-funds evidence, and other required supporting materials.

Step 5 - Work Permit and Business Establishment: If approved, support to apply for a temporary work permit and come to NL to establish or purchase the business.

Step 6 - Business Operation: The applicant actively manages and operates the business in NL for at least one full year and works toward meeting program requirements.

Step 7 - Nomination and Permanent Residence: After meeting the business-operation requirements, the applicant may be nominated by NL and then apply to IRCC for permanent residence.
