The Nova Scotia Entrepreneur Stream is a business immigration pathway under the Nova Scotia Nominee Program (NSNP). It is designed for experienced business owners and senior business managers who want to start a new business, purchase an existing business, or actively manage a business in Nova Scotia while working toward Canadian permanent residence.

This pathway is not a passive investment program. Applicants must intend to live permanently in Nova Scotia, actively manage the business, operate the business on a work permit, and meet the program's requirements before they may be nominated for permanent residence.

Nova Scotia Entrepreneur Stream - Key Requirements

The official Nova Scotia Entrepreneur Stream is for experienced business owners and senior business managers who intend to start a new business or purchase and actively manage an existing business in Nova Scotia. The 2026 program guide confirms that entrepreneurs must plan to settle in Nova Scotia and participate in the day-to-day operation of the business.

Typical requirements:

  • Minimum age of 21 years
  • Intention to live permanently in Nova Scotia
  • Active day-to-day management of the Nova Scotia business
  • Minimum personal net worth of CAD $600,000
  • Lower net-worth threshold of CAD $400,000 if the business is outside Halifax Regional Municipality
  • Minimum investment of CAD $150,000
  • Lower investment threshold of CAD $100,000 if the business is outside Halifax Regional Municipality
  • Minimum 3 years of business ownership experience, OR 5 years of senior management experience
  • Minimum education equivalent to a Canadian high school diploma
  • Minimum language proficiency of CLB 5 in English or French
  • Operation of the business in Nova Scotia for at least one full year before nomination can be requested

Halifax vs. Outside Halifax Regional Municipality

Nova Scotia uses different financial thresholds depending on where the proposed business will be located.

Inside Halifax Regional Municipality: Minimum personal net worth CAD $600,000; minimum eligible investment CAD $150,000.

Outside Halifax Regional Municipality: Minimum personal net worth CAD $400,000; minimum eligible investment CAD $100,000.

This makes location strategy important. A business outside Halifax may have lower financial thresholds, but it still must be commercially viable, properly researched, and suitable for the local community.

Active Management Requirement

Nova Scotia requires the entrepreneur to actively manage the business. The applicant cannot simply invest money and remain passive.

A strong Nova Scotia entrepreneur file should show: Relevant business ownership or senior management experience; a realistic business concept; a clear investment plan; lawful and documented source of funds; practical market research; genuine intention to live in Nova Scotia; active role in daily business operations; job creation or economic benefit; ability to meet the Business Performance Agreement.

Business Ownership and Experience

The Entrepreneur Stream is designed for people with real business or senior management experience. Applicants should be able to show either at least 3 years of experience actively managing and owning a business, OR at least 5 years of experience in a senior business management role.

The experience must be credible and supported by documents such as business registration, ownership records, tax documents, financial statements, payroll records, contracts, organizational charts, job descriptions, and evidence of decision-making authority.

Business Operation Before Nomination

Nova Scotia does not nominate entrepreneurs immediately after application approval. Applicants must first come to Nova Scotia on a work permit, establish or purchase the business, actively operate it, and meet the terms of the Business Performance Agreement. The official Entrepreneur Stream guide confirms that applicants must operate the business in Nova Scotia on a work permit for at least one full year before asking Nova Scotia to nominate them for permanent residence. This means the pathway is staged - the applicant must first prove business performance before receiving nomination.

Nova Scotia Entrepreneur Immigration Process

Step 1 - Expression of Interest: The applicant submits an Expression of Interest to Nova Scotia. This is not a full application and does not guarantee selection.

Step 2 - Invitation to Apply: Nova Scotia may invite selected candidates to submit a full application based on program priorities, eligibility, and ranking factors.

Step 3 - Application and Net-Worth Verification: The applicant submits a complete application, supporting documents, business plan, and third-party net-worth verification.

Step 4 - Interview and Business Performance Agreement: Nova Scotia may require an interview. If approved, the applicant signs a Business Performance Agreement outlining the business commitments.

Step 5 - Work Permit and Business Operation: The applicant applies for a work permit, comes to Nova Scotia, and actively operates the business.

Step 6 - Nomination and Permanent Residence: After operating the business for at least one full year and meeting the Business Performance Agreement, the applicant may request nomination and then apply to IRCC for permanent residence.
