Manitoba Entrepreneur Pathway
The Manitoba Entrepreneur Pathway is a business immigration pathway under the Manitoba Provincial Nominee Program (MPNP) Business Investor Stream. It is designed for experienced entrepreneurs and business owners who intend to establish, purchase, or become a partner in a business in Manitoba and work toward Canadian permanent residence.
This pathway is not a passive investment program. Applicants must show that they have the business experience, financial capacity, settlement intention, and practical business plan required to actively operate a business in Manitoba. The proposed business must be economically viable and must create or maintain employment for Canadian citizens or permanent residents.

Manitoba Business Investor Stream
The MPNP Business Investor Stream allows Manitoba to recruit and nominate qualified business investors and entrepreneurs from around the world. The stream includes two main pathways: the Entrepreneur Pathway and the Farm Investor Pathway.
The Entrepreneur Pathway is for applicants who want to start, purchase, or partner in a business in Manitoba. Successful applicants normally first come to Canada on a temporary work permit, operate the business in Manitoba, and may later receive provincial nomination after meeting the terms of their Business Performance Agreement.
Manitoba Entrepreneur Pathway - Key Requirements
The Manitoba Entrepreneur Pathway is intended for experienced business owners and senior managers.
Typical minimum requirements:
- Minimum personal net worth of CAD $500,000 (verified by a third party)
- Minimum three years of full-time business ownership or senior management experience in the past five years
- Minimum language proficiency of CLB/NCLC 5
- Minimum education equivalent to a Canadian high school certificate
- Minimum investment of CAD $250,000 if the business is located in the Manitoba Capital Region
- Minimum investment of CAD $150,000 if the business is located outside the Manitoba Capital Region
- Creation or maintenance of at least one job for a Canadian citizen or permanent resident in Manitoba, excluding owners and close relatives
- Submission of a business plan
- Intention and ability to actively manage the business in Manitoba
Business Investment: Winnipeg vs. Rural Manitoba
The investment requirement depends on the location of the proposed business. For a business located in the Manitoba Capital Region, which includes Winnipeg and surrounding areas, the minimum eligible investment is generally CAD $250,000. For a business located outside the Manitoba Capital Region, the minimum eligible investment is generally CAD $150,000.
This makes location strategy very important. A lower investment threshold outside the capital region does not mean the case is automatically easier. The business must still be realistic, properly researched, financially viable, and connected to local economic needs.
Active Management Requirement
The Manitoba Entrepreneur Pathway requires active business ownership and management. The applicant must be involved in the day-to-day operation of the business and cannot rely on passive investment alone.
A strong application should clearly show: The applicant's role in business operations; relevant business ownership or management experience; how the investment will be used; why Manitoba is a suitable location; how the business will create or maintain employment; how the applicant and family intend to settle in Manitoba; how the business plan connects with Manitoba's economic priorities. The business concept should not look generic - it should be supported by market research, practical numbers, local demand, and a clear implementation plan.
Business Research Visit
A business research visit is not always mandatory in every case, but it can be very valuable. Manitoba encourages applicants to conduct proper research before submitting a business proposal. During a business research visit, an entrepreneur may meet local business owners, realtors, suppliers, chambers of commerce, accountants, lawyers, banks, community organizations, and potential business partners. A well-documented visit can strengthen the case by showing genuine intention, practical planning, and local market awareness.
Manitoba Entrepreneur Pathway Process
Step 1 - Self-Assessment and Business Concept: The applicant reviews eligibility and prepares the required self-assessment and business concept materials.
Step 2 - Expression of Interest: The applicant submits an Expression of Interest package to the MPNP. This is not yet a full application.
Step 3 - Letter of Advice to Apply: If the MPNP is satisfied with the preliminary submission, the applicant may receive a Letter of Advice to Apply.
Step 4 - Full Application and Net-Worth Verification: The applicant submits a complete application, business plan, supporting documents, and third-party net-worth verification.
Step 5 - Application Assessment and Business Performance Agreement: The MPNP reviews the application and may require an interview. If approved, the applicant signs a Business Performance Agreement.
Step 6 - Work Permit and Business Operation: The applicant receives work permit support, comes to Manitoba, and establishes or purchases the business.
Step 7 - Nomination and Permanent Residence: After meeting the Business Performance Agreement, the applicant may receive a provincial nomination and then apply to IRCC for permanent residence.
