Toronto-specific PR pathways
Express Entry CEC (most common)
1 year of TEER 0/1/2/3 work in Toronto. Most Toronto PGWP holders use this. Federal CRS competitive at 470-530. Best for tech (NOC 21231, 21232), finance (NOC 11100, 11101), engineering, healthcare.
OINP Masters Graduate Stream
For graduates of an Ontario master's program (1+ year). No employer offer required. Apply directly to OINP — nomination adds +600 CRS to Express Entry. Excellent path for U of T / TMU / York master's grads.
OINP PhD Graduate Stream
For Ontario PhD grads (completion of at least 2 years of study). No employer offer required. +600 CRS via Express Entry.
OINP Human Capital Priorities
OINP notifies Express Entry candidates with target NOCs working in Ontario. If you're already in the pool with the right NOC, you may receive a Notification of Interest (NOI). Apply within 45 days for nomination.
OINP Employer Job Offer streams
For PGWP holders with a Toronto employer job offer in an eligible NOC. Three sub-streams: In-Demand Skills, Foreign Worker, International Student. Most common path for college grads.

FAQ
Which Toronto DLI gives the fastest path to PR?
Any public DLI program of 2+ years gives the maximum 3-year PGWP. U of T, York, TMU master's programs all give 3-year PGWPs regardless of program length (since master's qualify automatically). Public colleges like Seneca, George Brown, Centennial, Humber are equally valid for PGWP eligibility. The 'fastest' depends more on you (CRS, language) than the institution.
Can I work full-time during my Toronto study program?
Off-campus: up to 24 hours per week during academic term (increased from 20 hours, effective for terms starting after 8 November 2024). Unlimited during scheduled breaks. On-campus work: unlimited at all times. Must be enrolled full-time at the DLI.
What's the typical timeline from Toronto student visa to PR?
Standard: study permit (2-4 yrs) → graduation + PGWP (within 180 days) → 1 yr skilled Canadian work → Express Entry CEC ITA → PR landing. Realistic total: 4-5 years from study permit start to PR landing.
Do I need OINP if I'm already in Toronto on PGWP?
Not necessarily — Express Entry CEC alone often works if your CRS is competitive. OINP enhancement (+600 CRS) is the backstop if your federal CRS is below current draw cutoffs. Master's grads from U of T / York / TMU often qualify for OINP Masters Graduate Stream — strong path.
Can my spouse get a work permit if I'm on a study permit in Toronto?
For applications received on or after 19 March 2024, spousal open work permits (SOWP) are restricted to spouses of students in master's, doctoral, and specific professional programs (medicine, law, engineering, education, accounting, architecture). Spouses of undergraduate-program students are no longer SOWP-eligible by default. Children attend K-12 schools without separate study permits.
