Ontario Immigrant Nominee Program (OINP)
Ontario operates one of Canada's most important provincial nominee programs: the Ontario Immigrant Nominee Program - OINP. The program allows Ontario to nominate skilled workers, international graduates, employer-sponsored applicants, French-speaking candidates, and selected priority-sector workers for Canadian permanent residence.
The OINP is especially important for applicants targeting Toronto, Ottawa, Mississauga, Brampton, Hamilton, Kitchener-Waterloo, London, Windsor, Northern Ontario, Eastern Ontario, and other Ontario communities.
Ontario's 2026 nomination allocation is 14,119 nominations. In 2025, Ontario issued 10,750 nominations across all OINP streams. This means the program remains important, but selection is now more targeted and competitive than older web pages may suggest.

How the OINP Works: the OINP has two main types of immigration streams. Express Entry-aligned streams are connected to the federal Express Entry system; an Ontario nomination through one of these streams adds 600 additional CRS points, which normally leads to an Invitation to Apply for permanent residence. Express Entry-aligned OINP streams include Human Capital Priorities, French-Speaking Skilled Worker, and Skilled Trades (currently suspended). Base / non-Express Entry streams operate outside Express Entry; after provincial nomination, the applicant submits a non-Express-Entry PR application to IRCC. Base OINP streams include Employer Job Offer (Foreign Worker, International Student, In-Demand Skills), Masters Graduate, and PhD Graduate.
Important 2026 OINP updates: (1) Ontario suspended the Express Entry Skilled Trades Stream on 14 November 2025 after identifying systemic compliance and enforcement concerns, and announced that outstanding applications would be returned with application-fee refunds. (2) For Employer Job Offer streams, the employer must first submit the job offer through Ontario's Employer Portal; after the employer submits, the candidate registers an Expression of Interest using the job offer ID. If invited, the employer generally has 14 calendar days to submit the application for approval of the employment position, and the applicant generally has 17 calendar days to submit the OINP application after invitation. (3) Ontario is increasingly using targeted draws based on labour-market priorities, region, job-offer location, healthcare, early childhood education, physicians, and the Regional Economic Development through Immigration (REDI) pilot.

Human Capital Priorities (HCP) Stream
Express Entry-alignedOne of Ontario's main Express Entry-aligned pathways. It allows Ontario to select candidates from the federal Express Entry pool who have the education, work experience, language ability, and occupational background Ontario is targeting. This stream may be used for targeted draws, including technology, healthcare, priority occupations, or other labour-market needs, depending on Ontario's current priorities. Strong for candidates with high human capital but no Ontario job offer.

French-Speaking Skilled Worker Stream
Express Entry-alignedAllows Ontario to select French-speaking Express Entry candidates who also have sufficient English ability. Important for applicants who can prove strong French ability and want to settle in Ontario, including Ottawa, Toronto, and other Ontario communities.

SuspendedThe OINP Express Entry Skilled Trades Stream is currently suspended and should not be presented as an active stream. Ontario suspended receiving applications on 14 November 2025 and announced that outstanding applications would be returned due to compliance and enforcement concerns. Applicants with trades experience should be assessed under other available options, including employer-driven streams, federal Express Entry, or other provincial pathways.

Employer Job Offer - Foreign Worker Stream
Base / Non-EEFor foreign workers with a permanent, full-time job offer from an Ontario employer in a skilled occupation. Does not require an Express Entry profile or CRS score. Employer-driven and depends heavily on the strength of the job offer and employer eligibility. Suitable for applicants with a real Ontario employer offer, especially in healthcare, construction, manufacturing, trades, engineering, professional services, and regional labour shortages.
- Permanent, full-time job offer in Ontario
- Job offer in a TEER 0, 1, 2, or 3 occupation
- Wage at or above the median wage for the occupation and region
- Employer must meet OINP eligibility requirements
- Position must be urgently necessary to the employer's business

Employer Job Offer - International Student Stream
Base / Non-EEFor recent graduates from eligible Canadian institutions who have a permanent, full-time job offer from an Ontario employer. Often useful for PGWP holders who studied in Canada and secured a qualifying Ontario job offer but may not have a high enough CRS for Express Entry.

Employer Job Offer - In-Demand Skills Stream
Base / Non-EEFor foreign workers with a job offer in specific in-demand occupations in Ontario. Ontario confirms this stream is for foreign workers with job offers in selected in-demand occupations in sectors such as agriculture, construction, personal support work, and other specific occupations. Open to workers inside and outside Canada.
- Permanent, full-time Ontario job offer
- Job offer in an eligible in-demand NOC
- Wage at or above the median wage for the occupation and region
- At least 9 months of qualifying Ontario work experience in the same NOC as the job offer
- Minimum CLB 4 in English or French
- Minimum Canadian secondary school education or foreign equivalent with ECA
- Licence or authorization, if required
- Intention to live in Ontario
Masters Graduate Stream
Base / Non-EEFor graduates who completed a master's degree from an eligible Ontario university. A job offer is not required. Competitive and invitation-based; in 2026 Ontario issued targeted Masters Graduate invitations and required invited candidates to submit within a short deadline.

ClosedThe OINP Entrepreneur Stream should not be listed as an active pathway. Ontario is not currently accepting new Entrepreneur Stream applications. Entrepreneurs interested in business immigration should consider other active provincial business streams (BC, Alberta, Manitoba, PEI, Nova Scotia, New Brunswick, Newfoundland and Labrador, Yukon, Northwest Territories), Quebec business immigration, or federal entrepreneur work permit strategies.

Regional Economic Development through Immigration (REDI) Pilot
Base / Non-EEOntario's REDI pilot is an important regional initiative connected to Employer Job Offer streams. In 2026, Ontario issued invitations to candidates under REDI through Employer Job Offer streams for selected regions and occupations - for example, invitations for candidates with job offers in areas such as Lanark or Leeds and Grenville.

Common eligibility themes — Ontario PNP
Most OINP streams require more than minimum eligibility. Ontario looks closely at whether the application is credible, complete, and aligned with current labour-market priorities. Ontario can refuse or return applications where documents are incomplete, claims are not supported, the employer is weak, the job offer is not credible, or the applicant's Ontario settlement intention is not persuasive.

OINP government fees vary by stream and location. Federal IRCC permanent residence fees, biometrics, medical exams, police certificates, translations, ECAs, and language tests are separate.
