NOI — Notification of Interest (PNP)
An invitation from a provincial nominee program (most notably OINP Human Capital Priorities) to an Express Entry candidate to apply for provincial nomination. NOI recipients have a strict deadline (typically 45 days for OINP) to submit a complete provincial application.
What is a Notification of Interest (NOI)?
A Notification of Interest (NOI) is an invitation from a Provincial Nominee Program (most prominently OINP Human Capital Priorities in Ontario) to an Express Entry candidate. The province has reviewed the candidate's federal profile and wants to consider them for provincial nomination.
NOI is not a nomination — it's an invitation to apply for one. The candidate must then submit a complete provincial nomination application within a deadline.
How NOI works in OINP HCP
- Candidate is in the federal Express Entry pool
- OINP reviews EE profiles matching current priority criteria (target NOCs, language, education, etc.)
- Matching candidates receive an NOI via their Express Entry account
- Candidate has 45 days to submit the complete OINP HCP application
- OINP reviews the application; if approved, issues nomination certificate
- Nomination adds +600 CRS to the federal Express Entry profile
- Federal ITA → eAPR → COPR
NOI ≠ ITA
- NOI: provincial-level invitation to apply for nomination
- ITA (Invitation to Apply): federal-level invitation to submit the PR application (eAPR) after CRS clears federal draw cutoff
You can receive an NOI without having received a federal ITA; the NOI route leads to nomination first, then federal ITA.

Why NOIs matter
NOIs are how OINP and other Express Entry-aligned PNPs proactively reach into the federal pool. Candidates don't apply unsolicited to OINP HCP — they wait for the NOI.
NOI is not guaranteed
OINP's priorities change between draws. A candidate matching this month's priority may not match next month's. There's no application you can submit to OINP HCP outside the NOI process.
What to do if you receive an NOI
