What is OINP Human Capital Priorities (HCP)?
The OINP Human Capital Priorities (HCP) stream is Ontario's flagship Express Entry-aligned provincial nominee stream. The provincial government proactively notifies Express Entry candidates whose profiles match Ontario's current target priorities — typically based on:
- Target NOCs (often tech, healthcare, finance, skilled trades)
- Minimum CRS (varies by draw — sometimes broad, sometimes narrow)
- Language scores (CLB 7+)
- Education (post-secondary)
- Work experience (varies)
- Connection to Ontario (job offer, family, prior education / work — sometimes)
How OINP HCP works
- Be in the Express Entry pool with an active federal profile
- Receive a Notification of Interest (NOI) from OINP if your profile matches a priority draw
- Submit the OINP HCP application within 45 days of the NOI
- Wait for nomination (typical processing 30-90 days)
- Receive nomination → +600 CRS added to federal Express Entry profile
- Receive ITA at the next federal draw (nearly guaranteed with +600)
- Submit eAPR within 60 days of ITA
- COPR + PR landing

- Healthcare NOCs: registered nurses (31301), physicians, allied health
- Finance / business NOCs: financial auditors / accountants (11100), financial analysts (11101), HR professionals (11200)
- Skilled trades NOCs: electricians, plumbers, welders, truck drivers
- General draws with broader CRS / NOC criteria
