Yukon Nominee Program (YNP)
The Yukon Nominee Program - YNP is Yukon's territorial nominee program. It allows Yukon employers to hire or retain foreign workers when no qualified Canadian citizen or permanent resident is available for the position. If approved, the Government of Yukon nominates the foreign worker, allowing the worker to apply to IRCC for permanent residence.
Yukon is a smaller immigration market, but it can be a strong pathway for applicants targeting Whitehorse, Dawson City, Watson Lake, Haines Junction, Carmacks, Carcross, Mayo, Faro, Teslin, Ross River, and other Yukon communities.
For 2026, Yukon received a maximum allocation of 282 nominations. Yukon also introduced two employer Expression of Interest intake periods for 2026: 19 to 30 January and 6 to 17 July.

How the Yukon Nominee Program works: the YNP is strongly employer-driven. Unlike some provinces where a foreign worker may submit an independent EOI, Yukon's process is employer-led. The Government of Yukon confirms that the employer submits all forms and applications, not the foreign worker. Each employer must submit one application for each foreign worker they want to hire. The main YNP worker streams are Critical Impact Worker, Skilled Worker, and Yukon Express Entry. The Yukon Business Nominee Program is separate and covered on a separate business immigration page.
Important 2026 Yukon updates: (1) IRCC allocated a maximum of 282 nominations to the YNP for 2026 - a limited allocation, so applications are managed carefully and selection is priority-based. (2) For 2026, Yukon employers can submit an online EOI during two intake periods: 19-30 January 2026 and 6-17 July 2026. Employers receive points for meeting priorities, and the highest-scoring employers in each intake are invited to submit a full application. (3) Yukon's 2026 priorities include regulated healthcare professionals, employers in rural Yukon, foreign nationals who have lived and worked in Yukon for at least one year, Yukon University graduates, Francophone or French-speaking applicants, and foreign nationals who received a Temporary Measure Letter of Support in 2024 or 2025. Recipients of a Temporary Measure Letter of Support in 2024 or 2025 do not need to submit an EOI and will be contacted with next steps.
Active streams under YNP
Critical Impact Worker Stream (TEER 4 and TEER 5)
Base / Non-EEFor entry-level positions in TEER 4 and TEER 5. Allows Yukon employers to support foreign workers for permanent residence where the employer cannot find a qualified Canadian citizen or permanent resident for the position. Suitable for workers in essential entry-level roles, but not a simple low-skill pathway - the employer must show real recruitment efforts and meet Yukon's requirements.

Base / Non-EEFor management, professional, technical, and skilled positions in TEER 0, 1, 2, and 3. Suitable for applicants in skilled occupations where a Yukon employer has a genuine long-term labour need.

Yukon Express Entry Stream
Express Entry-alignedFor foreign nationals already accepted into IRCC's Express Entry pool who have a qualifying Yukon employer. The foreign worker must meet the requirements of at least one federal Express Entry program (CEC, FSW, or FST). Applies to TEER 0, 1, 2, and 3 positions. If nominated, the applicant receives 600 additional CRS points, which normally leads to a federal ITA.

Common eligibility themes — Yukon PNP
Yukon PNP cases must be credible, employer-supported, and aligned with Yukon's labour-market needs. Yukon is a small market, so the settlement plan, employer need, housing practicality, transportation, community ties, and long-term retention story should be realistic.
Employer requirements under Yukon PNP: only employers can apply under the Skilled Worker, Critical Impact Worker, and Express Entry streams - foreign nationals cannot apply directly. Employer must be a Canadian citizen or PR; business must have operated for at least one year; business must be registered with Yukon Corporate Registry or Federal Registry; employer must advertise the position in Canada for at least four weeks (job title, duties, weekly hours, exact wage); advertising in at least three places, including Canada Job Bank and at least two local media sources; employer must verify the foreign worker's qualifications; employer may need to attend a screening interview; employer must pay the IRCC employer compliance fee; employer must pay at least the Yukon median wage for the relevant NOC; employer must provide free health insurance until the worker is eligible for Yukon health coverage; employer cannot charge the worker fees or recover costs from the worker. Yukon also requires the employer to pay the nominee's air travel costs to Yukon if the nominee is not already in Yukon, and in some circumstances pay return travel costs if the nominee does not obtain permanent residence or leaves the program.
