The Prince Edward Island Provincial Nominee Program - PEI PNP is Prince Edward Island's provincial immigration program. It allows PEI to nominate eligible skilled workers, intermediate-skilled workers, critical workers, international graduates, Express Entry candidates, and selected employer-supported applicants for Canadian permanent residence.

How the PEI PNP works: PEI PNP worker pathways are generally managed through an Expression of Interest (EOI) system. An EOI is not an application - it is an indication that the applicant wants to be considered for nomination. PEI reserves the right to limit intake or exclude profiles from draws based on program priorities, application volume, and labour-market needs. Worker pathways include PEI Express Entry, Skilled Workers in PEI, Skilled Workers Outside Canada, International Graduates, Critical Workers, Intermediate Experience Stream, Occupations in Demand, and the Atlantic Immigration Program (AIP) as a related federal Atlantic pathway.

Important 2026 PEI PNP updates: (1) PEI is currently prioritizing workers in higher-demand sectors, including healthcare, trades, childcare, manufacturing, and other key industries facing labour shortages. (2) Individuals working in the sales and service sector may not currently receive an invitation to apply - this is important for applicants in retail, food service, hospitality, customer service, and similar roles. (3) Applicants can only have one active EOI profile at a time, and the profile remains active for six months; all information must be accurate and verifiable. (4) There is no fee to create an EOI profile; if selected, the PEI workforce application fee is CAD $300. (5) As of PEI's 16 April 2026 update, PEI had issued 363 Labour and Express Entry invitations in 2026 and 0 Business Work Permit Entrepreneur invitations - 2026 selection is targeted based on occupations, priority sectors, and economic impact.

For candidates already eligible under the federal Express Entry system who want to be considered for nomination by Prince Edward Island. A PEI nomination through Express Entry can add 600 CRS points. Selected candidates must accept the nomination through their MyCIC account and then submit the federal PR application to IRCC after receiving an ITA.

With approval, PEI may provide a work permit support letter for the applicant to seek a work permit. Not simply an open pathway for anyone overseas - the PEI employer's role and provincial authorization are central.

International Graduates

For applicants who graduated from a publicly funded PEI post-secondary institution and have a qualifying PEI job offer. Employer-driven and helps Island employers fill positions they cannot fill through the local labour market. For TEER 0-3 jobs, PEI may rely on the employer's Workforce Job Offer Form confirming the employer is comfortable with the worker's English or French ability. For TEER 4 or 5 positions, the applicant must provide an approved language test with at least CLB/NCLC 4.

Employer-driven; allows Island employers to fill intermediate-skilled positions (TEER 4 / 5) they cannot fill locally. Long-haul truck drivers under NOC 73300 must have at least 12 months of long-haul truck driving experience, and the job offer must be with an eligible PEI employer.

Atlantic Immigration Program (AIP) - PEI

Not technically the PEI PNP, but one of the most important PR pathways for PEI employers and foreign workers. For PEI AIP endorsement, the employer must first be a PEI Designated Employer. The designated employer submits the endorsement application for each qualified candidate. If PEI approves the endorsement, the Certificate of Endorsement is sent to the employer, and the candidate then applies to IRCC for permanent residence. There is no provincial fee for AIP endorsement; however, if the applicant needs to work temporarily while PR is processing, the employer must submit the offer through the IRCC Employer Portal and pay the CAD $230 employer compliance fee.
