Newfoundland and Labrador Provincial Nominee Program (NLPNP)
The Newfoundland and Labrador Provincial Nominee Program - NLPNP is the province's main nominee program for skilled workers, international graduates, Express Entry candidates, and employer-supported applicants who want to settle permanently in Newfoundland and Labrador.

How the Newfoundland and Labrador PNP works: NL has two main immigration programs for skilled workers, international graduates, entrepreneurs, and employers - the NLPNP (provincial nominee route) and AIP (a separate Atlantic Canada permanent residence pathway that also applies in NL). The main NLPNP applicant categories are Skilled Worker, Express Entry Skilled Worker, International Graduate, International Entrepreneur, and International Graduate Entrepreneur. Important 2026 Newfoundland and Labrador updates: (1) Newfoundland and Labrador uses an Expression of Interest (EOI) model. EOIs are assessed by the Office of Immigration and Multiculturalism; selected individuals receive an ITA which allows them or their employer to submit a full application to the NLPNP or AIP. Candidates who submit an EOI but are not selected are not invited in that round. (2) Priority-based selection - NL's EOI prioritization criteria may give priority to applicants connected to in-demand and high-need occupations, jobs in rural and regional areas, underrepresented occupations in the province, and occupations supporting productivity, innovation, and economic diversification (especially business and finance, science and research, trades and transport where provincial usage is lower). (3) Labour market testing exemptions - NL identifies certain in-demand occupations exempt from provincial labour-market testing processes (Job Vacancy Assessment and AIP labour-market testing) including selected healthcare and ICT occupations. Healthcare examples: physicians, nurse practitioners, licensed practical nurses, personal care attendants, clinical psychologists, medical physicists, radiation therapists, dosimetrists. (4) AIP remains a major related pathway - employers must be designated by the province to participate; designated employers can endorse existing temporary-resident employees or international applicants outside Canada.

Skilled Worker Category
Base / Non-EEFor applicants who have a job or job offer from a Newfoundland and Labrador employer and who can contribute to the province's economy. May be suitable for foreign workers already employed in the province, or applicants with a genuine job offer from an eligible NL employer. The NLPNP is designed for individuals who can positively contribute to the province's economy and intend to settle permanently in NL.

Express Entry Skilled Worker Category
Express Entry-alignedAn expedited pathway for highly skilled applicants who have already been accepted into IRCC's federal Express Entry pool. A nomination from Newfoundland and Labrador can increase the applicant's CRS score by 600 points and trigger an Invitation to Apply for permanent residence. Applicants in Canada must have a permit with at least four months remaining at the time of NLPNP application, and PGWP holders can qualify under this category.

Especially important for graduates of Memorial University, College of the North Atlantic, and other eligible Canadian institutions who have secured employment in NL.

Atlantic Immigration Program (AIP) - Newfoundland and Labrador
Base / Non-EENot the same as the NLPNP, but one of the most important PR pathways for NL employers and foreign workers. Under AIP, the employer must be designated by Newfoundland and Labrador. Designated employers can then endorse existing temporary-resident employees or international applicants outside Canada. AIP applicants submit their permanent residence application with the endorsement certificate and other required documents to IRCC; applicants may also apply for a work permit while the PR application is being processed, if required.
