New Brunswick PNP — Permanent Residence Pathway
New Brunswick Provincial Nominee Program (NBPNP)
The New Brunswick Provincial Nominee Program - NBPNP is New Brunswick's provincial nominee program. It allows New Brunswick to nominate skilled workers, Express Entry candidates, Francophone candidates, employer-supported applicants, international graduates, and selected workers in priority sectors for Canadian permanent residence.
New Brunswick is an important Atlantic Canada immigration destination for applicants targeting Moncton, Fredericton, Saint John, Dieppe, Miramichi, Bathurst, Edmundston, Campbellton, Woodstock, Sussex, Grand Falls, and other New Brunswick communities.
Immigration New Brunswick manages the NBPNP in partnership with IRCC. New Brunswick selects and nominates candidates based on their skills, education, work experience, and alignment with the province's economic needs, while IRCC makes the final decision on permanent residence.
Halani Immigration Services Inc. provides professional guidance for NBPNP applications. Our services are led by Shoukat Qumruddin Halani, RCIC-IRB, a Regulated Canadian Immigration Consultant licensed by the College of Immigration and Citizenship Consultants - CICC under License No. R711322.
How the New Brunswick PNP works: NBPNP includes several immigration streams and pilot programs. Main streams: New Brunswick Skilled Worker Stream, New Brunswick Express Entry Stream, New Brunswick Strategic Initiative, and New Brunswick Business Immigration Stream (covered separately on the business immigration page). Pilot programs: New Brunswick Critical Worker Pilot and New Brunswick Private Career College Graduate Pilot Program. The Atlantic Immigration Program (AIP) is also highly relevant for New Brunswick employers and foreign workers, although it is a separate federal Atlantic pathway rather than a provincial nominee stream.
Important 2026 New Brunswick updates: (1) Effective 4 May 2026, all new Invitations to Apply under the NB Skilled Worker Stream - New Brunswick Experience pathway are limited, until further notice, to occupations in Healthcare, Education, and Construction trades. This measure was introduced because of limited remaining allocation under the stream. (2) Effective 3 February 2026, Immigration New Brunswick is not considering EOIs or issuing ITAs under the New Brunswick Skilled Worker Stream or New Brunswick Express Entry Stream to candidates working in the Accommodation and Food Services sector (NAICS 72). This restriction includes several food-service-related NOC codes. (3) Effective 3 February 2026, New Brunswick implemented a candidate pool system for endorsement applications under the Atlantic Immigration Program. AIP in New Brunswick should not be presented as a simple "job offer equals endorsement" pathway - selection is now managed more strategically. (4) Recent 2026 invitation rounds show targeted selection: on 30 April 2026, the NB Express Entry Stream invited candidates under the Employment in New Brunswick pathway in Healthcare and Professional & IT categories; on the same date, the Strategic Initiative invited candidates under New Brunswick Francophone priorities and Francophone workers in New Brunswick.

New Brunswick Strategic Initiative
Base / Non-EEImportant Francophone pathway for applicants who intend to live and work in New Brunswick. Especially relevant because New Brunswick is Canada's only officially bilingual province and has a strong interest in Francophone immigration. Recent 2026 invitation rounds show New Brunswick issued invitations under New Brunswick Francophone priorities and Francophone workers in New Brunswick, with all sectors selected in that round. A strong file should show more than French ability - it should show a credible New Brunswick settlement plan.
- Strong French language ability
- Genuine intention to settle in New Brunswick
- New Brunswick connection, visit, employment, or provincial interest
- Settlement plan aligned with Francophone communities
- Ability to contribute to the province's labour market and demographic goals

Participating employers currently listed by New Brunswick include Cooke Aquaculture, J.D. Irving Ltd., Groupe Savoie, Groupe Westco, Imperial Manufacturing Group, and McCain Foods, Ltd. The program is limited in scope and not currently open to broader employer participation.
- Genuine full-time, non-seasonal, permanent job offer from a participating employer
- Candidate application made through the participating employer
- EOI submission after meeting eligibility
- Selection based on allocation, application volume, and labour-market needs
- Settlement support and PR-readiness expectations

- Eligibility criteria per the current pilot program guide
Atlantic Immigration Program (AIP) - New Brunswick
Base / Non-EENot technically the NBPNP, but one of the most important permanent residence pathways for New Brunswick employers and foreign workers. AIP is a federal Atlantic immigration pathway for skilled foreign workers and international graduates who want to live and work in Atlantic Canada. In New Brunswick, AIP now uses a candidate pool system for endorsement applications, effective 3 February 2026. Recent 2026 selections (e.g., 1 May 2026) targeted Transportation, Manufacturing, and Construction Trades.
- Job offer from a designated New Brunswick employer
- Position must be endorsed by New Brunswick via the candidate pool
- Required education, work experience, and language ability per AIP rules
- Settlement plan for New Brunswick
Common eligibility themes — New Brunswick PNP
NBPNP applications must be accurate, complete, and aligned with New Brunswick's labour-market needs. ImmigrationNB states that it cannot guarantee an application will be evaluated or approved before a work permit expires, and applicants are responsible for maintaining authorization to work during the process.
Major New Brunswick cities and regional opportunities: Main Business and Employment Centres (Moncton, Fredericton, Saint John, Dieppe, Miramichi, Bathurst, Edmundston); Other New Brunswick Communities (Campbellton, Woodstock, Sackville, Sussex, Grand Falls, Caraquet, St. Stephen, Oromocto, Riverview, Quispamsis). Location matters because New Brunswick may target candidates based on labour-market needs, employer demand, Francophone settlement priorities, regional workforce shortages, and sector-specific restrictions.
- Correct stream or pathway selection
- Full-time, non-seasonal New Brunswick job offer, where required
- Eligible New Brunswick employer support
- Accurate NOC / TEER classification
- Wage and job-duty consistency
- Legal status in Canada, where required
- Language test results, where required
- Education and work experience evidence
- Genuine intention to live and work in New Brunswick
- Sector restrictions and priority-sector rules
- INB profile and EOI accuracy
- Complete application within provincial deadlines
- Consistency between forms, employer documents, work history, and settlement plan
