The Manitoba Provincial Nominee Program - MPNP is Manitoba's main provincial immigration program. It allows Manitoba to nominate skilled workers, international graduates, workers with Manitoba employment, candidates with Manitoba connections, and selected strategic recruitment candidates for Canadian permanent residence.

Manitoba is an important immigration destination for applicants targeting Winnipeg, Brandon, Steinbach, Winkler, Morden, Portage la Prairie, Thompson, Selkirk, Dauphin, The Pas, and other Manitoba communities.

For 2026, Manitoba has been allocated 6,239 nominations by IRCC. Manitoba publishes monthly program data, including nominations, refusals, application inventory, and Letters of Advice to Apply.

How the Manitoba PNP works: MPNP has three main immigration streams. Skilled Worker Stream is for internationally trained and experienced workers who have the skills needed in Manitoba's labour market (includes Skilled Worker in Manitoba and Skilled Worker Overseas). International Education Stream (IES) provides faster pathways to nomination for international students who graduate in Manitoba and meet industry needs (includes Career Employment Pathway, Graduate Internship Pathway, and International Student Entrepreneur Pilot). Important 2026 MPNP updates: (1) Manitoba's 2026 nomination allocation is 6,239 - one of the larger PNP allocations, but selection remains controlled by Manitoba's labour-market priorities, program inventory, and draw strategy. (2) The MPNP Expression of Interest (EOI) system applies to pathways under the Skilled Worker Stream and International Education Stream; the Business Investor Stream has a separate EOI process. (3) An MPNP EOI profile is valid for one year from the date of submission, and candidates can only have one active EOI at a time. False or misleading information can lead to refusal and a two-year ban from submitting another EOI. (4) Draws are targeted - Manitoba does not invite everyone with an EOI. Draws may target occupation-specific groups, Manitoba employment, strategic recruitment initiatives, Francophone candidates, regional communities, employer services, ethnocultural communities, or temporary public policy candidates. For example, the 7 May 2026 draw issued 906 Letters of Advice to Apply, including occupation-specific selection for education-related occupations and strategic recruitment invitations; the 23 April 2026 draw issued 308 LAAs including health-occupation and strategic recruitment selections (Employer Services, Francophone Community, Regional Communities, Temporary Public Policy candidates).

Skilled Worker in Manitoba

For applicants who have a strong connection to Manitoba through ongoing employment. Manitoba describes this pathway as nominating applicants with ongoing employment and sufficient skills, education, training, work experience, and official language proficiency to contribute to Manitoba. Suitable for workers already in Manitoba with a genuine employer, proper work authorization, and a realistic settlement plan.

Useful for applicants outside Canada, but the Manitoba connection must be genuine and well documented.

Manitoba Express Entry Pathway

Express Entry-aligned

Manitoba may issue Letters of Advice to Apply to candidates who have a valid federal Express Entry profile and Job Seeker Validation Code. In the 7 May 2026 draw, 326 of 906 LAAs went to candidates who declared a valid Express Entry profile number and job seeker validation code. If nominated through an Express Entry-linked Manitoba pathway, the applicant receives 600 additional CRS points, which normally leads to a federal ITA. Must be handled carefully because the applicant must meet both MPNP requirements and federal Express Entry program requirements.

Common eligibility themes — Manitoba PNP

MPNP applications must be accurate, complete, and consistent. Manitoba reserves the right to limit or exclude EOIs in occupations with high submission volume, limited employment outlook, or other barriers to employment in Manitoba.

Manitoba uses an In-Demand Occupations List and may target specific occupations in EOI draws. However, being in an in-demand occupation does not guarantee invitation or nomination. Manitoba notes that CLB levels listed in the In-Demand Occupations List are minimum levels across Skilled Worker pathways, but some streams and pathways have higher requirements - for example, International Education Stream applicants require at least CLB 7 in all four language abilities, regardless of occupation.

Strategic Recruitment Initiatives: Manitoba regularly uses Strategic Recruitment Initiatives to invite selected candidates. These may involve Employer Services, Francophone Community, Regional Communities, Ethnocultural Communities, Temporary public policy candidates, and Occupation-specific or sector-specific selections. Recent 2026 draws show that Manitoba has been selecting candidates through strategic recruitment categories and occupation-specific selections, including health and education-related occupations. Applicants should not assume that simply creating an EOI will lead to an invitation - strategy matters.
