PEQ Diplômés du Québec is one of Quebec's fastest PR pathways — for international graduates of Quebec post-secondary institutions who complete 12 months of Quebec skilled work + meet intermediate French requirement. Eligibility (full requirements)
1. Quebec qualifying diploma
Must have earned one of:
- Bachelor's degree (3+ years) from Quebec institution
- Master's degree from Quebec institution
- PhD from Quebec institution
- Diploma of Vocational Studies (DEP) — 1,800 hours, from Quebec institution
- Attestation of College Studies (AEC) — 900 hours minimum, in specific authorized fields, from Quebec institution
Must have been obtained while you were on a Quebec study permit + CAQ.
2. Quebec skilled work experience (12 months post-graduation)
- 12 months full-time skilled employment in Quebec, within 36 months after graduation
- Work must be in TEER 0/1/2/3 (NOT TEER 4/5)
- Part-time accepted proportionally (e.g., 24 months at 50% = 12 months full-time equivalent)
- Self-employment generally not accepted for this requirement
3. Intermediate French (Quebec level 7 oral)
- Equivalent to CLB 7 in speaking + listening
- Tests accepted: TEFAQ, TCFQ, TEF Canada, TCF Canada
- Test results valid for 24 months
4. Additional requirements

The application sequence
Step 1: Quebec selection via PEQ application to MIFI
- Submit application to Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI)
- Include diploma, work experience proof, French test results, employer letters
- Pay MIFI fee (~CAD $865 + CAD $185 for spouse + CAD $185 per child)
- MIFI processes — 6-12 months typically
- If approved, receive Certificat de sélection du Québec (CSQ)
Step 2: Federal PR application to IRCC
- With CSQ in hand, apply for federal PR via IRCC
- Federal processing: 6-12 months typically
- IRCC focuses on admissibility (medical, security, criminal clearance) — not Quebec selection (already done by MIFI)
- If approved, receive PR
