The two-stage Quebec process

  1. Stage 1 — Quebec CSQ application: submit to Quebec MIFI under PEQ / QSWP / etc. Quebec reviews and issues a Certificat de sélection du Québec (CSQ).
  2. Stage 2 — Federal PR application: with CSQ in hand, submit to federal IRCC for admissibility / security / medical checks. IRCC doesn't re-assess Quebec selection criteria — that's settled.

Federal Express Entry candidates settling in Quebec — NOT allowed

Federal Express Entry explicitly excludes settlement in Quebec. If you're in the federal Express Entry pool and intend to live in Quebec, you must withdraw your federal profile and pursue Quebec selection. Quebec runs its own system.

FAQ

Can I apply to both Quebec and federal Canada?

Generally no — at any given time, your immigration intention is either federal Canada or Quebec. Active applications in both streams can be problematic; provinces and federal IRCC assess 'genuine intent to settle'. Pick one.

Can I move to a different province after getting Quebec PR?

Once you have permanent residence (federal PR with Quebec selection), you have the right to live anywhere in Canada. But you must demonstrate genuine intent to settle in Quebec during the application process. Moving out of Quebec immediately after PR landing can later affect citizenship applications or future PNP applications.

Do I need French for Quebec immigration?

For PEQ (Quebec Experience Program) — yes, advanced intermediate French (B2 oral) is required. For QSWP — French is heavily weighted but technically not strictly required (English-only applicants are at significant disadvantage). For Quebec family-class sponsorship — French isn't required of the sponsored person.

Are Quebec processing times faster?

PEQ can be relatively fast — but it's a two-stage process (Quebec CSQ then federal PR application), so total time is comparable to or longer than federal Express Entry. QSWP has been slow at times due to backlog. Compare current published processing times.
