DLI — Designated Learning Institution

A Canadian post-secondary institution that has been approved by a provincial or territorial government to host international students. A DLI Letter of Acceptance is required for a Canadian study permit.

What is a DLI?

A Designated Learning Institution (DLI) is a Canadian post-secondary institution that has been formally approved by a provincial or territorial government to host international students. A Letter of Acceptance (LOA) from a DLI is a prerequisite for applying for a Canadian study permit.

DLIs include public universities and colleges (UBC, U of T, McGill, Sheridan, Centennial, etc.), private universities (Trinity Western, Quest), private career colleges (where designated), and certain language schools.

Finding the DLI list

IRCC maintains the official DLI list at canada.ca/dli, updated periodically. Each DLI has a unique DLI number (e.g., O19394100000 for U of T). The DLI number must appear on the LOA and on the study permit application.

DLI types and implications

  • Public universities and colleges: typically PGWP-eligible across all degree programs. Strongest immigration pathway via study-permit → PGWP → Express Entry CEC.
  • Private degree-granting institutions: typically PGWP-eligible for degree programs.
  • Public-private partnership programs: lost PGWP eligibility for new graduates in 2024-2025 due to IRCC reforms. Many of these were marketed to international students through private-college affiliates of public colleges.
  • Career colleges (private): typically NOT PGWP-eligible. Study permits are issued, but no automatic PGWP pathway after graduation.
  • Language schools: study permits issued for programs 6+ months. Generally not PGWP-eligible.

Common gotchas

  • DLI status can change: a DLI can lose designation if it violates provincial standards. Existing students may be affected.
  • PGWP eligibility ≠ DLI status: a DLI being on the IRCC list doesn't automatically mean its programs are PGWP-eligible. Confirm both DLI status AND specific-program PGWP eligibility before enrolling.
  • Specific province requirements: each provincial government has its own DLI designation rules; the federal list reflects what each province has designated.
