PGWP — Post-Graduation Work Permit
An open work permit issued to graduates of eligible Canadian post-secondary programs, allowing them to work for any Canadian employer for up to 3 years after graduation. The primary bridge from international student to permanent residence.
What is a PGWP?
A Post-Graduation Work Permit (PGWP) is an open work permit issued to international graduates of eligible Canadian post-secondary programs. "Open" means the holder can work for any Canadian employer (no LMIA required, no employer-specific restrictions). The PGWP is valid for the same length as the program completed, up to a maximum of 3 years.
The PGWP is the single most important bridge in Canada's immigration system: it converts a study permit holder into someone with Canadian work experience, which then unlocks PR pathways like Express Entry CEC and several PNP streams.
PGWP eligibility
To qualify for a PGWP, you must:
- Have completed an eligible program at a designated learning institution (DLI) in Canada.
- The program must be at least 8 months in duration.
- You must have maintained full-time student status (with limited exceptions for the final term).
- Apply within 180 days of receiving final marks or the completion letter, whichever is earlier.
- Hold a valid study permit (or have held one) at the time of application.
PGWP length
The PGWP length matches the program length, up to 3 years:
- 8 months to less than 2 years: PGWP valid for the same length as the program.
- 2+ years: PGWP valid for 3 years.
Master's degrees (and some doctoral programs) of any length receive a 3-year PGWP — the only exception to the program-length-match rule.
Recent changes (2024-2025)
IRCC has tightened PGWP eligibility several times:
- Field-of-study restrictions introduced in late 2024 for college (non-degree) programs. Specific fields lose PGWP eligibility, particularly for public-college / private-public-partnership graduates.
- English-language requirement at the application stage: CLB 7 (university) or CLB 5 (college) for PGWPs.
- Curriculum integrity scrutiny. Programs delivered partially online or remotely face additional scrutiny.
- Closed-program impact. Some private DLIs and public-private partnership colleges lost PGWP eligibility for new enrollments; existing students may still qualify depending on enrollment timing.
PGWP → PR pathway
The most common Canadian study-to-PR pathway:
- Study at an eligible DLI in a PGWP-eligible program.
- Graduate and apply for PGWP within 180 days.
- Work 12+ months in a TEER 0-3 NOC during the PGWP.
- Apply for PR via Express Entry CEC, OINP Human Capital Priorities, BC PNP Tech, AAIP Express Entry, or another PNP-aligned stream.
Common gotchas
- Program eligibility check. Confirm PGWP-eligibility before enrolling — eligibility lists have changed. Not every DLI's programs qualify.
- 180-day deadline. The application deadline is strict. Missing it forfeits the PGWP option permanently.
- One-shot rule. You can hold a PGWP once in your lifetime. Use the time well.
- Status during application. Maintain valid status (visitor record, work permit extension, or implied status) between study permit expiry and PGWP issuance.
