What CUSMA Professional is
CUSMA (Canada-United States-Mexico Agreement, formerly NAFTA) Chapter 16 creates a special LMIA-exempt work permit category (IMP exemption code T23) for citizens of the US + Mexico working in specified professions. Educational + qualification standards
Each profession has CUSMA-specified minimum education / credential standards. For most:
- Baccalaureate degree or licenciatura (Mexican equivalent) in the relevant field — the standard for most professions
- State / provincial license required for some (lawyers, engineers in specified jurisdictions, etc.)
- Specific years of post-secondary training for some technician/technologist roles

Application process
Option A: Port of Entry (fastest)
- Employer submits Offer of Employment via IRCC Employer Portal + pays CAD $230 compliance fee
- Worker travels to Canadian port of entry (land border, airport, or seaport)
- At POE, worker presents: passport, Offer of Employment number, credentials, professional license (if applicable), job offer letter, evidence of qualifications
- CBSA officer assesses + issues work permit on-the-spot (or refuses + redirects to formal application)
Option B: Online application
- Employer submits Offer of Employment (as above)
- Worker applies online via IRCC portal — pays CAD $155 + CAD $100 open work permit holder fee (if applicable)
- IRCC processes: 4-12 weeks
- If approved, work permit issued at next POE entry or by mail (varies)

CUSMA Professional vs other LMIA-exempt options
CUSMA Professional is specifically for US/Mexican citizens in specified professions. Other LMIA-exempt options:

Common CUSMA mistakes
- Job role doesn't actually match a CUSMA profession (e.g., "consultant" generally isn't enough — must be "management consultant" with specific credentials)
- Wrong credentials — applicant has a related but not the CUSMA-required degree
- Missing IRCC Employer Portal Offer of Employment number
- Trying CUSMA for citizens of other countries (not eligible — must be US or Mexican citizen)
