The LMIA process
Same as anywhere: Canadian employer applies to ESDC, demonstrates no Canadian worker available, commits to prevailing-wage pay. ESDC processing 3-6 months. Once approved, the employer provides the LMIA. You apply for the work permit through the IRCC portal, attach the LMIA, pay the fee, do biometrics at the Dubai VAC, and receive the work permit on entry.
LMIA-exempt categories — ICT and GTS for Dubai
ICT (Intra-Company Transfer) is the most-used LMIA-exempt category by Dubai-based applicants. Can I apply for a Canada work permit from Dubai if I'm a Pakistani / Indian / Filipino citizen?
Yes. UAE residents apply as UAE residents regardless of country of nationality. The application is routed through IRCC Abu Dhabi. You'll need police certificates from BOTH the UAE and your country of nationality.
Does my DIFC employer help me qualify for ICT?
DIFC is a UAE jurisdiction, not a Canadian one — DIFC employment alone doesn't qualify you for ICT. ICT requires you to be an employee of a multinational with both a foreign branch (where you work) and a Canadian branch (where you're being transferred to). If your DIFC employer has a Canadian office and is transferring you, ICT applies.
End-of-service gratuity and Canadian visa — how do they interact?
EOS gratuity (paid out on resignation/termination) is a future asset. It cannot be claimed as currently-available settlement funds for IRCC purposes. Show stable bank balance independent of EOS as your funds proof. If you're planning to use EOS as your move-funds, time the resignation so gratuity is in your account before COPR landing.
