BC PNP Entrepreneur Immigration 2026 — Full Deep-Dive Guide

BC PNP Entrepreneur Immigration is BC's main provincial pathway for foreign entrepreneurs — investing CAD $200,000+ in BC business + relocating to BC to operate. Three categories accommodate different investment sizes + geographic targets. This page covers the full framework, BPA process, and PR transition.

Three BC PNP Entrepreneur categories

Base Category

  • Net worth: CAD $600,000+ minimum, legally accumulated
  • Investment: CAD $200,000+ in BC business
  • Job creation: Minimum 1 new full-time BC job
  • Ownership: 33%+ ownership unless certain conditions met (then less)
  • Active management: Day-to-day management + operations
  • Most common for typical entrepreneurs

Regional Pilot

  • Geographic: Business + settlement in BC region with population under 75,000 (excluding Greater Vancouver + Capital Regional District)
  • Net worth: CAD $300,000+ minimum (lower than Base)
  • Investment: CAD $100,000+ in regional business (lower than Base)
  • Community referral: Required — designated regional community must endorse
  • Job creation: Minimum 1 new full-time job
  • Best for entrepreneurs willing to settle in smaller BC communities

Strategic Projects

  • Business with significant economic impact — sector designation, technology transfer, larger investment
  • Minimum 5 new BC jobs created
  • Scaled net worth + investment based on project size
  • Senior management role for foreign worker assigned to operate
  • Most appropriate for larger expansions of existing foreign businesses into BC

The application sequence

Step 1: Pre-application

  1. Identify category (Base, Regional, Strategic)
  2. Develop comprehensive business plan
  3. Document net worth via independent verification
  4. Take language test (IELTS, CELPIP, TEF, TCF)

Step 2: Expression of Interest (EOI)

  • Submit EOI via BC PNP online system
  • Receive EOI score (max 200 points)
  • Wait for selection draw (typically monthly)

Step 3: Invitation to Apply (if selected)

If EOI selected, you receive ITA to submit full application. Application fee: CAD $3,500.

Step 4: Pre-approval + Business Performance Agreement (BPA)

  • BC PNP reviews complete application
  • If approved, applicant + government sign BPA — specifying business milestones, investment timeline, job creation
  • BPA is contract enforced through nomination conditionality

Step 5: Work permit + business establishment

  • Apply for work permit based on BPA approval
  • Relocate to BC (with family if applicable)
  • Establish or purchase BC business
  • Operate business + meet BPA milestones for 12-24+ months

Step 6: Nomination (after BPA milestones met)

Once you've met BPA milestones (investment made, jobs created, business operating), apply for nomination. BC PNP reviews business performance. If satisfied, issues nomination certificate.

Step 7: Federal PR application

Apply for federal PR using BC PNP nomination. IRCC processes (6-12 months typically). Receive PR.

EOI scoring factors

Maximum 200 points distributed across:

  • Business + management experience
  • Net worth + investment amount
  • Business plan quality + viability
  • Job creation projections
  • Education
  • Language ability (English or French)
  • Age
  • BC ties (prior visits, family in BC)
  • Adaptability factors

Typical winning EOI scores: 120+ for Base, lower for Regional Pilot.

BPA milestones — what you must achieve

Base Category BPA typical milestones

  • Complete CAD $200,000+ investment within specified timeline (typically 12-18 months)
  • Create minimum 1 full-time BC job (often more for higher EOI)
  • Demonstrate active business management
  • Business operating at substantial activity level

Regional Pilot BPA typical milestones

  • Complete CAD $100,000+ investment
  • Create minimum 1 full-time job
  • Continued community endorsement
  • Demonstrate active management in the regional community

Common BC PNP Entrepreneur scenarios

  • Restaurateur — opens BC restaurant; common Base Category fit
  • Retail owner — buys + operates retail business
  • Tech startup founder — Strategic Projects if sufficient scale + impact
  • Wine industry investor — Regional Pilot in Okanagan
  • Manufacturing operations — Base or Regional depending on location

Common BC PNP Entrepreneur mistakes

  • Insufficient net worth documentation — must be legally + clearly traceable
  • Buying business before BC PNP pre-approval — risk of refusal
  • Underestimating BPA milestones — actually establishing + operating is harder than planning
  • Wrong category selection — Regional Pilot rules are stricter on geography
  • Insufficient business plan — generic templates fail; need BC-specific market analysis
