Alberta Advantage Immigration Program (AAIP) has three Entrepreneur streams accommodating different entrepreneur profiles — Foreign Graduate, Rural, and International Graduate Entrepreneur. Foreign Graduate Entrepreneur

For international students who graduated from Alberta post-secondary institutions:

  • Must have graduated from designated Alberta post-secondary
  • Current Alberta work permit or PGWP
  • Genuine business intent in Alberta
  • Lower investment thresholds than International Graduate stream

Rural Entrepreneur

For entrepreneurs targeting rural Alberta communities:

  • Community endorsement required — participating rural community (Claresholm is a designated example) must support the application
  • Net worth: CAD $300,000+ minimum
  • Investment: CAD $100,000+ in rural Alberta business
  • Job creation: Minimum 1 full-time job for Canadian/PR
  • Active management with 3+ years business experience
  • Best for: entrepreneurs willing to establish businesses in smaller Alberta communities

International Graduate Entrepreneur

For entrepreneurs with foreign post-secondary credentials + Alberta business intent:

  • Education: Foreign post-secondary degree (3+ years), evaluated via ECA
  • Net worth: CAD $500,000+ minimum
  • Investment: CAD $100,000+ for non-Calgary/Edmonton locations; CAD $300,000+ for Calgary/Edmonton
  • Job creation: Minimum 1 full-time job for Canadian/PR (more often required)
  • Active management with significant business experience
  • Best for: established entrepreneurs from abroad seeking Alberta business establishment

Common eligibility (all three streams)

  • Active management of the Alberta business
  • Genuine business plan with viable Alberta operations
  • Language ability (typically CLB 4+ for Foreign Graduate; CLB 5+ for International Graduate)
  • Sufficient settlement funds (separate from business investment)
  • Admissibility (medical, security, criminal clearance)

Application process

Step 1: Pre-application

  • Identify suitable AAIP Entrepreneur stream
  • Develop comprehensive business plan
  • Document net worth + investment source
  • Engage rural community for Rural Entrepreneur stream

Step 2: Expression of Interest (EOI)

  • Submit EOI via AAIP online system
  • Points-based selection from EOI pool
  • Periodic draws (typically monthly to quarterly)

Step 3: Invitation to Apply (if selected)

If EOI selected, full application invited. Application fee: CAD $3,500.

Step 4: Application + AAIP review

  • Submit detailed business plan, financial documents, net worth verification
  • AAIP reviews + may interview
  • If approved, conditional nomination + work permit support letter issued

Step 5: Work permit + business establishment

  • Apply for work permit using AAIP support letter
  • Relocate to Alberta
  • Establish/buy business + operate
  • Meet AAIP milestones over 12-24 months

Step 6: Final nomination

After meeting business performance milestones, AAIP issues final nomination certificate. Federal PR application follows.
