Super Visa Refused — Reapply Strategy

Super Visa refusals for Pakistani, Indian, and Chinese parents typically fall into a handful of well-documented categories. Most are recoverable with the right preparation. This page covers the recovery sequence and the specific concerns we see at IRCC New Delhi, Islamabad, and Manila.

Standard recovery sequence

  1. Read the refusal letter — note the specific grounds
  2. Order GCMS notes via ATIP (free, 30-60 days)
  3. Diagnose the actual concern
  4. Reapply with the concern addressed in cover letter + new evidence

Most common Super Visa refusal grounds

Insufficient ties to country of residence (top ground)

Officer concludes the parent might overstay. Fix: Strengthen ties evidence — property documents, ongoing employment / pension records, family members remaining at home (NADRA FRC for Pakistani parents, Indian family certificate, similar), travel history to other countries with compliant return.

Sponsor income below LICO

Sponsor must demonstrate income at or above LICO. Fix: Include 3 years of NOAs (Notices of Assessment) + recent T4s + ongoing-employment letter. If income is borderline, add a co-sponsor (typically spouse) to combine incomes.

Inadequate medical insurance

Required: CAD 100,000+ coverage from a Canadian insurer, valid for at least 1 year, covering healthcare, hospitalization, and repatriation. Foreign policies don't qualify. Fix: Purchase a Canadian Super Visa insurance policy before reapplying.

Purpose of visit ambiguous

Officer wasn't convinced the visit purpose is genuine. Fix: Provide a concrete itinerary, accommodation plans (with sponsor's host invitation letter), expected duration of stay, and specific family-event context.

Inconsistent declarations

Inconsistencies between the parent's IMM 5257 and the sponsor's invitation letter or sponsor's status. Fix: Ensure all family-information sections are consistent across all forms before resubmitting.

The reapplication package

  • Complete new application (don't reuse prior PDF)
  • Cover letter referencing prior refusal + what has changed
  • GCMS notes from prior refusal (attached)
  • Updated medical insurance (1+ year coverage)
  • Sponsor income proof: 3 years NOAs + current T4 + employment letter
  • Sponsor invitation letter with specific dates + relationship + financial support commitment
  • Parent's ties-to-home evidence: property, employment / pension, family remaining
  • Travel history (any compliant prior international travel)

By visa office

IRCC New Delhi (Indian parents)

Heavy ties-to-home scrutiny. Parental income / pension documentation must reconcile with Indian tax records. Property documents in original + certified translation.

IRCC Islamabad (Pakistani parents)

Strong focus on dependents remaining in Pakistan. NADRA FRC + B-form for any children remaining. FBR tax records helpful.

IRCC Manila (Filipino parents)

Income and household-anchor evidence. Filipino parents typically face fewer ties-to-home challenges than Indian / Pakistani — but financial proof must be solid.

FAQ

Can I reapply for a Super Visa after refusal?

Yes — no waiting period. Address the specific concern in the refusal letter (most often: ties-to-home for the parent, sponsor income shortfall, or medical insurance gap). Order GCMS notes via ATIP first to understand the actual reason.

What's the most common Super Visa refusal reason?

Insufficient ties to country of residence — officers conclude the parent might not return home. Particularly common for Pakistani and Indian parents whose visa office (Islamabad / New Delhi) heavily scrutinizes ties evidence. The fix: concrete evidence of property, family, ongoing employment/pension, and dependants remaining at home.

What if my sponsor income isn't quite at LICO?

Super Visa requires sponsor income at or above LICO (Low Income Cut-Off). If your most recent year's NOA was below LICO, you have two options: (1) wait until next tax year if income has risen; (2) include a co-sponsor (spouse or another family member) whose combined income exceeds LICO. Sole sponsor below LICO + no co-sponsor = automatic refusal.

Do I need new medical insurance to reapply?

Yes — medical insurance must be valid for at least 1 year from the date of expected entry. If your previous insurance has expired, purchase a new policy from a Canadian insurer with the required CAD 100,000+ coverage. Insurance must be a separate Canadian policy, not a Pakistani / Indian / Philippine policy with Canadian extensions.

Can a Super Visa refusal hurt my future visitor visa applications?

Past refusals must be disclosed on all future Canadian visa applications. Disclosure with an explanation of what has changed since the refusal is the right approach. A previous Super Visa refusal doesn't bar future applications but requires you to address the original concern.
