PGWP vs LMIA Work Permit — Which Is Better? (2026)

Post-Graduation Work Permit (PGWP) and LMIA-based work permits are the two most common Canadian work-authorization pathways. They serve different applicants and have very different characteristics. This page compares them — and covers the common transition from PGWP to LMIA when the PGWP is expiring.

When PGWP is the right path

  • You've just graduated from an eligible Canadian DLI program — PGWP is automatic-eligible
  • You want maximum flexibility in choosing employers
  • You want to take multiple jobs simultaneously
  • You're targeting Express Entry CEC after 12 months of skilled Canadian work

When LMIA-based is the right path

  • You don't qualify for PGWP (didn't study in Canada, or your program wasn't PGWP-eligible)
  • Your PGWP has expired but you still need to work in Canada
  • You have a Canadian employer willing to sponsor you with an LMIA
  • You're working toward Express Entry but not yet ready for BOWP

The PGWP → LMIA transition (most common scenario)

Many PGWP holders face this scenario:

  1. PGWP expires after 1-3 years
  2. You have less than 12 months of qualifying skilled Canadian work (so no Express Entry CEC eligibility yet)
  3. You don't have BOWP eligibility (no PR application in process)
  4. You need to keep working in Canada

The transition path:

  1. Your employer obtains an LMIA (3-6 months ESDC processing)
  2. You apply for the LMIA-based work permit (4-12 weeks at IRCC)
  3. You continue working, accumulating Canadian work experience toward CEC
  4. Once you hit 12 months of TEER 0/1/2/3 work, submit Express Entry profile

Plan 4-6 months ahead of PGWP expiry — LMIA processing time means you need to start early to avoid status gaps.

The PGWP → BOWP transition (better alternative when available)

If you have a PR application in process when PGWP is expiring, apply for a **Bridging Open Work Permit (BOWP)** instead of LMIA-based. BOWP is open (no employer restriction) and is the preferred path.

FAQ

Can I get an LMIA work permit after my PGWP expires?

Yes — and this is the most common path when PGWP expires and you're not yet PR-eligible. You need an LMIA from a Canadian employer + you apply for the LMIA-based work permit. Switching from PGWP (open) to LMIA-based (closed) means losing employer flexibility but maintaining work authorization.

Why would I want an LMIA work permit if I have a PGWP?

Usually you wouldn't — PGWP is more flexible. But after PGWP expires (1-3 years), if you're still working toward Express Entry CEC and don't have BOWP eligibility yet, an LMIA-based permit may be the bridge. The LMIA also adds CRS points in some scenarios (50-200 points were eliminated in March 2025, but LMIA still satisfies FSW selection-factor requirements).

Can my PGWP work hours count toward Canadian work experience?

Yes — full-time skilled (TEER 0/1/2/3) work under PGWP counts as Canadian work experience for Express Entry CEC. Part-time work counts proportionally toward the 12-month minimum.

What if my PGWP is expiring and I'm in the middle of an Express Entry profile but no ITA yet?

You have three options: (1) wait for federal ITA + apply for BOWP; (2) get a new closed work permit via LMIA; (3) leave Canada and re-apply from outside Canada with a different work authorization. Time-critical — make the decision 4-6 months before PGWP expiry.

Can I extend my PGWP?

Generally no — PGWP is a one-time permit issued for a specific duration based on your program length. The main exception is BOWP (Bridging Open Work Permit) if you have a PR application in process. Some COVID-era PGWP holders had time-limited extension opportunities; these have largely expired.
