PGWP vs LMIA Work Permit — Which Is Better? (2026)
Post-Graduation Work Permit (PGWP) and LMIA-based work permits are the two most common Canadian work-authorization pathways. They serve different applicants and have very different characteristics. When PGWP is the right path
- You've just graduated from an eligible Canadian DLI program — PGWP is automatic-eligible
- You want maximum flexibility in choosing employers
- You want to take multiple jobs simultaneously
- You're targeting Express Entry CEC after 12 months of skilled Canadian work
When LMIA-based is the right path

The PGWP → LMIA transition (most common scenario)
Many PGWP holders face this scenario:
- PGWP expires after 1-3 years
- You have less than 12 months of qualifying skilled Canadian work (so no Express Entry CEC eligibility yet)
- You don't have BOWP eligibility (no PR application in process)
- You need to keep working in Canada
The transition path:
- Your employer obtains an LMIA (3-6 months ESDC processing)
- You apply for the LMIA-based work permit (4-12 weeks at IRCC)
- You continue working, accumulating Canadian work experience toward CEC

The PGWP → BOWP transition (better alternative when available)
If you have a PR application in process when PGWP is expiring, apply for a **Bridging Open Work Permit (BOWP)** instead of LMIA-based. BOWP is open (no employer restriction) and is the preferred path.

Can I get an LMIA work permit after my PGWP expires?
Yes — and this is the most common path when PGWP expires and you're not yet PR-eligible. You need an LMIA from a Canadian employer + you apply for the LMIA-based work permit. Switching from PGWP (open) to LMIA-based (closed) means losing employer flexibility but maintaining work authorization.
Why would I want an LMIA work permit if I have a PGWP?
Usually you wouldn't — PGWP is more flexible. But after PGWP expires (1-3 years), if you're still working toward Express Entry CEC and don't have BOWP eligibility yet, an LMIA-based permit may be the bridge. The LMIA also adds CRS points in some scenarios (50-200 points were eliminated in March 2025, but LMIA still satisfies FSW selection-factor requirements).
Can my PGWP work hours count toward Canadian work experience?
Yes — full-time skilled (TEER 0/1/2/3) work under PGWP counts as Canadian work experience for Express Entry CEC. Part-time work counts proportionally toward the 12-month minimum.
