PGWP Eligible Programs List 2026 — Field-of-Study Rules

The November 2024 PGWP changes significantly tightened eligibility for college program graduates — only programs aligned with designated labour market needs qualify. Bachelor's/Master's/PhD degrees are not affected. This page covers the current 2026 rules + how to verify your program qualifies.

PGWP eligibility checklist

To qualify for PGWP, you must meet ALL of:

  1. Studied at a Designated Learning Institution (DLI)
  2. Completed an eligible program (see below)
  3. Continuously enrolled full-time (with limited exceptions for final semester part-time)
  4. Program lasted at least 8 months
  5. Apply within 180 days of program completion
  6. Held valid study permit during program

Program types — eligibility status

University degrees (Bachelor, Master, PhD)

Status: Eligible. No field-of-study restriction. Standard PGWP based on program length.

  • Bachelor's degree (3+ years) → 3-year PGWP
  • Master's degree (1-2 years) → 3-year PGWP (extended eligibility)
  • PhD → 3-year PGWP
  • Eligible institutions: U of T, McGill, UBC, U of Alberta, McMaster, Western, Queen's, U of Ottawa, etc.

College + CEGEP programs (post-November 2024 changes)

Status: Eligible ONLY if field of study aligns with designated labour market needs.

Vocational / Career training programs

Status: Generally NOT eligible. Specific exceptions apply for some certified vocational programs.

Private institution programs

Status: Generally NOT eligible. Some exceptions for specific private programs that are accredited.

Language training (ESL/FSL)

Status: NOT eligible. Pure language programs don't qualify regardless of institution.

Grandfathering provisions

Students whose study permits were issued BEFORE November 2024 may be grandfathered under prior rules:

  • Standard college program graduate previously eligible may still qualify even if program now off the list
  • Check IRCC's grandfathering rules carefully — specific eligibility depends on study permit issuance date

Strategy for prospective students 2026

  • If pursuing PGWP: choose university degree program (Bachelor/Master/PhD) — no field-of-study restriction
  • If college route: verify program is on PGWP-eligible field-of-study list BEFORE enrolling
  • For Quebec: Quebec has separate PEQ rules (similar but verify Quebec-specific requirements)

Common PGWP eligibility mistakes

  • Enrolling in college program without checking field-of-study eligibility
  • Applying for PGWP for ineligible program (refusal certain)
  • Missing 180-day application window post-graduation
  • Studying at non-DLI institution
  • Not maintaining full-time status throughout program

FAQ

What programs are PGWP-eligible in 2026?

(1) University Bachelor/Master/PhD degrees — broadly eligible. (2) College/CEGEP diplomas + certificates — eligible IF field of study aligns with labour market need (post-November 2024 changes restrict eligibility for college programs not on the designated list). (3) Vocational/Career training — generally not PGWP-eligible. (4) Private institution programs — generally not eligible.

What's the November 2024 college PGWP change?

IRCC announced that as of November 2024, college (non-degree) program graduates must have studied a field of study aligned with Canadian labour market need to qualify for PGWP. The specific eligible field-of-study list is published by IRCC + periodically updated. Healthcare, STEM, skilled trades, agriculture, transportation, manufacturing widely included; many service + admin programs no longer qualify.

Are degrees affected by the 2024 change?

Bachelor's, Master's, PhD degrees are NOT subject to the field-of-study restriction. Degree graduates qualify for PGWP based on program length (3-year PGWP for 2+ year programs).

How do I check if my program qualifies?

Check IRCC's PGWP eligibility list at canada.ca → PGWP. Match your program against the designated fields-of-study. Halani can verify specific cases. Note: if your study permit was issued before November 2024, your program may be grandfathered.

How long is PGWP valid?

Matches program length: 8 months to less than 2 years = PGWP for same length; 2+ years = 3-year PGWP. Master's programs of 1-2 years generally qualify for 3-year PGWP. PGWP is one-time only — no renewal.
