The November 2024 PGWP changes significantly tightened eligibility for college program graduates — only programs aligned with designated labour market needs qualify. Bachelor's/Master's/PhD degrees are not affected. This page covers the current 2026 rules + how to verify your program qualifies.
PGWP eligibility checklist
To qualify for PGWP, you must meet ALL of:
- Studied at a Designated Learning Institution (DLI)
- Completed an eligible program (see below)
- Continuously enrolled full-time (with limited exceptions for final semester part-time)
- Program lasted at least 8 months
- Apply within 180 days of program completion
- Held valid study permit during program
Program types — eligibility status
University degrees (Bachelor, Master, PhD)
Status: Eligible. No field-of-study restriction. Standard PGWP based on program length.
- Bachelor's degree (3+ years) → 3-year PGWP
- Master's degree (1-2 years) → 3-year PGWP (extended eligibility)
- PhD → 3-year PGWP
- Eligible institutions: U of T, McGill, UBC, U of Alberta, McMaster, Western, Queen's, U of Ottawa, etc.
College + CEGEP programs (post-November 2024 changes)
Status: Eligible ONLY if field of study aligns with designated labour market needs.

- Healthcare: nursing, healthcare aide, paramedic, pharmacy tech, dental hygienist, medical lab tech
- STEM: computer programming, network admin, mechanical eng tech, civil eng tech, electrical eng tech
- Skilled Trades: electrician, plumber, carpenter, welder, automotive tech, HVAC
- Agriculture: agriculture management, agricultural mechanics, agtech
- Transportation: commercial trucking, aviation, transportation logistics
- Manufacturing: industrial mechanics, production technology
- Education: early childhood education, educational assistant
NOT eligible college fields (sample):
- General business administration (most programs)
- Hospitality + tourism management (many programs)
- Marketing + advertising
- Graphic design + media (most programs)
- General arts + sciences (non-degree)

Vocational / Career training programs
Status: Generally NOT eligible. Specific exceptions apply for some certified vocational programs.
Private institution programs
Status: Generally NOT eligible. Some exceptions for specific private programs that are accredited.
Language training (ESL/FSL)
Status: NOT eligible. Pure language programs don't qualify regardless of institution.
Grandfathering provisions
Students whose study permits were issued BEFORE November 2024 may be grandfathered under prior rules:
- Standard college program graduate previously eligible may still qualify even if program now off the list
- Check IRCC's grandfathering rules carefully — specific eligibility depends on study permit issuance date
Strategy for prospective students 2026
- If pursuing PGWP: choose university degree program (Bachelor/Master/PhD) — no field-of-study restriction
