Hong Kongers have access to immigration pathways unique to no other group — the Hong Kong Open Work Permit (LMIA-exempt, 3 years, no employer needed) and the dedicated Hong Kong PR Streams A + B. The Hong Kong-specific pathways (unique globally)
Hong Kong Open Work Permit
LMIA-exempt open work permit for Hong Kong residents who:
- Hold a Hong Kong SAR or BNO passport
- Graduated from a Canadian or foreign post-secondary institution within the past 10 years (degree + diploma + certificate of 2+ years study eligible)
- Meet medical, security, and admissibility requirements
Issued for up to 3 years. No employer needed. Apply directly to IRCC; processing 4-12 weeks.
Hong Kong PR Stream A (Canadian credential pathway)
For Hong Kongers who completed a Canadian post-secondary credential. Requirements:
- Hong Kong SAR or BNO passport holder
- Canadian post-secondary credential earned within past 3 years (degree, diploma, certificate of 2+ years OR 1-year master's/graduate)
- CLB 5+ in English or French in all 4 skills
- Physically present in Canada at time of application + continuously since
- Admissibility
NO Canadian work experience required. Direct path from study → PR.
Hong Kong PR Stream B (Canadian work experience pathway)
For Hong Kongers with Canadian skilled work experience. Requirements:
- Hong Kong SAR or BNO passport holder
- 1+ year of full-time (or equivalent part-time) Canadian skilled work experience (TEER 0/1/2/3) in past 3 years
- Canadian post-secondary credential (or foreign credential with ECA) earned within past 5 years
- CLB 5+ in English or French in all 4 skills
- Physically present in Canada at time of application + continuously since
- Admissibility
Standard pathways (also available)
Express Entry FSW
Hong Kong residents can apply for federal Express Entry FSW like any other foreign national. CLB 7+, ECA, 1+ year skilled work experience, 67/100 selection score, proof of funds. Often used by Hong Kongers who don't quite fit Stream A/B criteria.
IEC Canada-Hong Kong
Bilateral IEC agreement with Hong Kong. Quota ~200 annually for Working Holiday — fills very fast. Age 18-30. Young Professionals stream also available.

Hong Kong is NOT on the SDS list. Standard study permit applies. Hong Kong applicants typically have strong applications.

Hong Kong SAR + BNO passport holders use eTA (CAD $7, valid 5 years). Allows multiple 6-month visits.
