International Experience Canada (IEC) 2026 — Working Holiday Guide

IEC is Canada's main youth mobility program — 36+ countries with bilateral agreements giving citizens age 18-35 access to Canadian work permits for 12-24 months. Many IEC participants use it as a structured entry path to longer-term immigration via Canadian work experience + Express Entry CEC. This page covers the 2026 IEC framework.

Three IEC categories

Working Holiday

The flagship category. OPEN work permit — work for any Canadian employer in any role. No job offer needed at application. Typically 12-24 months valid.

Best for: travelers who want flexibility, young professionals exploring Canada before committing to PR, hospitality + service workers funding extended Canadian travel.

Young Professionals

CLOSED work permit. Requires:

  • Confirmed job offer from Canadian employer
  • Role must be in your career field + advance your professional development (not just hospitality/service)
  • Wage at or above prevailing wage for the NOC

Best for: applicants with confirmed career-track Canadian job offers who want to develop Canadian work experience in their field.

International Co-op Internship

CLOSED work permit. For current students enrolled in a foreign post-secondary program who need to complete a required internship/work placement in Canada. Internship must be required by the home institution + part of academic program.

The IEC application process

  1. Create IRCC online profile — register in the IRCC IEC pool with your country + category
  2. Submit Expression of Interest (EOI) — answers basic eligibility questions
  3. Wait for Invitation to Apply (ITA) — IRCC issues ITAs from the pool when quota slots open
  4. Submit full application within 10 days of ITA — pay fees (CAD ~$170 IEC fee + $100 BVF for Working Holiday), submit documents
  5. Biometrics + medical (if required)
  6. IRCC processing — 4-8 weeks for most countries
  7. Port of Entry (POE) letter issued — present at Canadian POE for work permit issuance

  • Valid passport (validity for entire stay)
  • Police certificates from country of citizenship + countries lived in 6+ months as adult
  • Proof of funds: CAD $2,500+ for first 3 months in Canada
  • Health insurance for entire stay (mandatory)
  • Resume/CV (Young Professionals + Co-op)

  • Enrolment letter + internship requirement (Co-op)

IEC + Canadian PR transition

IEC isn't a PR pathway itself, but it's a strong structured entry:

  1. Arrive on IEC working holiday → work for 12+ months in skilled (TEER 0/1/2/3) role
  2. This counts as Canadian work experience for Express Entry CEC
  3. Build CRS score (language, education, experience), submit EE profile
  4. Apply for PR via CEC after IEC accumulates qualifying experience

Most IEC-to-PR transitions take 2-3 years total. BOWP can bridge if IEC expires before PR decision.

Common IEC mistakes

  • Missing the quota opening window — popular countries fill within days/hours
  • Not meeting health insurance requirement — IRCC requires comprehensive coverage for entire stay
  • Underestimating proof-of-funds requirement
  • Confusing Young Professionals with Working Holiday (former needs job offer; latter doesn't)
  • Trying to extend IEC beyond the bilateral agreement maximum (usually not possible — must transition to LMIA, BOWP, or other category)

What's the age limit?

Most agreements: 18-35 at application. Some (e.g., older bilaterals): 18-30. Check your specific country's quota + age limit on IRCC site or via Halani consultation.

How do the three IEC categories differ?

Working Holiday: OPEN work permit, any Canadian employer, no job offer needed; usually 12-24 months. Young Professionals: CLOSED work permit with confirmed job offer in qualifying career-track role. International Co-op Internship: CLOSED work permit for current students completing required home-country degree internships in Canada.

When do IEC quotas open?

Generally each fall (October-December) for the following calendar year. Quotas for popular countries (UK, Australia, France, Germany, Japan, Korea, Mexico) fill within days or hours of opening. Need to be ready: profile created in IRCC portal, EOI submitted.

Does IEC lead to PR?

Not directly — but IEC work counts as Canadian work experience for Express Entry CEC. Many IEC working holiday-makers transition to PR via CEC after 12 months of skilled Canadian work.
