Self-Employed Persons Program — Federal Self-Employed Class
A federal PR pathway for self-employed individuals in cultural activities or athletics with experience capable of making a significant contribution to Canada's cultural / athletic life. Narrowly applied — historically used by artists, athletes, coaches.
What is the Self-Employed Persons Program?
The Self-Employed Persons Program is a federal economic immigration pathway for foreign nationals who:
- Have relevant experience in cultural activities or athletics (the only currently-eligible occupations as of program revisions)
- Intend to be self-employed in Canada in these fields
- Have the ability to make a significant contribution to Canada's cultural or athletic life
Eligibility
To qualify, you must have at least 2 years of relevant experience within the 5 years preceding application:
- 2 years of self-employment in cultural activities (artist, musician, writer, dancer, etc.) OR
- 2 years of participation at world-class level in cultural activities OR
- 2 years of self-employment in athletics OR
- 2 years of participation at world-class level in athletics OR
- A combination of self-employment + world-class participation totalling 2 years

What occupations qualify
The 2018 program revisions narrowed eligibility to cultural activities and athletics only. Other self-employed occupations (consultants, business owners, professionals running practices) are NOT eligible — they should pursue Business PNPs, C11, or Start-Up Visa instead.
Processing
Notoriously slow processing — historically 36-54 months. The program has limited annual quota.

This is a niche pathway used by professional artists, athletes, coaches, and other cultural workers. Most other "self-employed" applicants pursue active business pathways (provincial Entrepreneur PNPs, Start-Up Visa, C11) instead.
