Home Care Worker Pilots — Caregiver Pathway

The current pilot programs replacing the prior Home Child Care Provider Pilot and Home Support Worker Pilot. Targets foreign caregivers providing childcare or support for seniors / persons with disabilities. Direct PR pathway with 6 months of qualifying Canadian work experience.

What are the Home Care Worker Pilots?

The Home Care Worker Pilots are immigration programs for foreign caregivers providing in-home care for:

  • Children (Home Child Care Provider stream)
  • Seniors or persons with disabilities (Home Support Worker stream)

These pilots replaced the prior Live-in Caregiver Program (closed) and the 2019-2024 Home Child Care Provider / Home Support Worker Pilots.

Eligibility

To qualify, applicants must:

  • Have a Canadian job offer in NOC 44100 (Home child care providers) or NOC 44101 (Home support workers and related occupations) — or equivalent
  • Meet language requirements (CLB 4 for the work permit stage; higher for PR)
  • Have education equivalent to Canadian high school + occupation-specific training
  • Have relevant experience (typically 12+ months of paid caregiving)
  • Demonstrate intent to work as a caregiver in Canada (not just transit to PR)

Two-step pathway to PR

  1. Work permit under the caregiver stream — typically a closed work permit for the specific Canadian employer
  2. After 6+ months of qualifying Canadian work experience, apply for PR through the caregiver-specific pathway

Why this matters for Filipino / Indian applicants

The caregiver streams are heavily-used by Filipino workers (the Philippines is historically the largest source country for Canadian caregivers). Indian and other South Asian caregivers also qualify; numbers have been growing.
