EOI — Expression of Interest
An initial profile submission to a Canadian PNP or business-immigration stream, indicating interest in being invited to apply. EOIs are scored or otherwise ranked, and selected candidates receive Invitations to Apply (ITAs).
What is an EOI?
An Expression of Interest (EOI) is an initial profile submission to a Canadian Provincial Nominee Program (PNP) or business-immigration stream. EOIs are not full applications — they are short profile registrations indicating that the candidate is interested in being considered for nomination.
EOIs are typically scored on a points-based system (similar to Express Entry's CRS but provincial-specific). Selected EOIs receive Invitations to Apply (ITAs) for the full application.
Programs that use EOI systems
- OINP (Ontario) — Expression of Interest system for most streams (Employer Job Offer, Human Capital Priorities, French-Speaking Skilled Worker, Masters/PhD Graduate, Entrepreneur).
- BC PNP — EOI system for Skills Immigration and Entrepreneur streams.
- AAIP (Alberta) — EOI system for several streams.
- MPNP (Manitoba) — EOI system for Skilled Worker streams.
- SINP (Saskatchewan) — EOI system for Express Entry and In-Demand Skills streams.
- Express Entry pool itself — the federal pool is conceptually an EOI system (you submit a profile, IRCC issues ITAs based on CRS).
How EOI scoring works
EOI scoring varies by program but commonly includes:
- Age (typically 18-35 highest scoring)
- Education (Canadian or foreign-credentialed)
- Work experience (years, NOC, Canadian vs foreign)
- Language (CLB scores)
- Provincial connection (employment in the province, post-secondary in the province, family in the province)
- Job offer (if applicable to the stream)
- Adaptability factors
Each program publishes its scoring grid; understanding the specific grid is the starting point for EOI optimization.
EOI vs. application
- EOI: short profile registration, free or low fee, no document submission required.
- Application: full document submission, application fee paid, formal review begins.
The EOI is the expression of interest; the application is the action of applying.
Common gotchas
- EOI not equal to application: a high EOI score doesn't guarantee an ITA. Some streams have very competitive pools.
- Profile freshness: most EOI systems expire after 6-12 months without an invitation. Re-submit periodically to stay in the pool.
- Changes after EOI submission: improvements to education, language scores, or work experience should trigger a profile update — but old EOIs may need to be withdrawn and resubmitted for the changes to be scored.
