CLB — Canadian Language Benchmark
The 1-12 scale Canada uses to measure English-language proficiency across four abilities: listening, speaking, reading, writing. NCLC is the French equivalent. CLB levels are derived from approved language test results (IELTS, CELPIP, TEF, TCF) for immigration purposes.
What is CLB?
The Canadian Language Benchmark (CLB) is the national standard for measuring English-language proficiency in adult learners and immigrants. CLB runs from 1 (lowest) to 12 (highest), across four abilities:
- Listening
- Speaking
- Reading
- Writing
For French, the equivalent scale is NCLC (Niveaux de compétence linguistique canadiens), also 1-12 across the same four abilities.
CLB level descriptions (high level)
- CLB 1-4: Basic — can handle very limited communicative needs
- CLB 5-6: Initial intermediate — can handle everyday communication
- CLB 7-8: Adequate intermediate — can function in most workplace situations
- CLB 9-10: Advanced — can handle complex professional and academic communication
- CLB 11-12: Highly advanced — near-native fluency
CLB for immigration applications
Different immigration programs require different CLB levels:

Converting language test scores to CLB
Approved English tests:
- IELTS General Training: 0-9 band score → maps to CLB 4-10
- CELPIP-General: 1-12 scale → maps roughly 1:1 to CLB 1-12
Approved French tests:
- TEF Canada, TCF Canada: each test has its own scoring → maps to NCLC

CRS — language is the highest-leverage area
For Express Entry, CRS points scale with CLB level. Going from CLB 7 to CLB 9 typically adds 50-150 CRS points depending on profile. Language is the single highest-leverage area for most Express Entry candidates — invest in test prep before retaking.
