C20 — Bridging Open Work Permit (BOWP)

LMIA-exemption code for the Bridging Open Work Permit — keeps PR applicants working legally while their PR application is in process. Available for in-Canada Express Entry, PNP, CEC, Quebec Skilled Worker, AIP, and Rural Community Immigration Pilot applicants.

What is C20?

C20 is the LMIA-exemption code used on Bridging Open Work Permits (BOWP). BOWPs are issued under IRPR s.205(a) to PR applicants in Canada who would otherwise lose work authorization while waiting for PR processing.

Who qualifies for a C20 BOWP

You qualify if:

  • You are in Canada with a valid work permit (or implied status)
  • Your current work permit expires within 4 months
  • You have a PR application in process under one of the eligible programs:
    • Federal Skilled Worker (Express Entry)
    • Canadian Experience Class (Express Entry)
    • Federal Skilled Trades (Express Entry)
    • Provincial Nominee Program (Express Entry-aligned or paper-based)
    • Quebec Skilled Worker
    • Atlantic Immigration Program
    • Rural Community Immigration Pilot
    • Agri-Food Pilot

How BOWP works

The BOWP is an open work permit — it's not tied to a specific employer. You can work for any Canadian employer (with limited exceptions for employer-specific work authorizations) while your PR is processed.

Duration: typically issued for 24 months or until the PR application is decided, whichever is shorter.

What if your PR is refused while on BOWP?

If your PR is refused, the BOWP becomes voidable. You typically have a short window to:

  • Reapply for PR (and request a new BOWP if eligible)
  • Switch to a closed work permit (via a new LMIA)
  • Apply for restoration of a different status
  • Leave Canada

Time-critical — get representation immediately upon any refusal.

C20 vs C11 / C12 / C16

  • C20 (BOWP): open work permit — bridges PR application waiting period; eligibility tied to in-process PR application
  • C11 (Owner/Operator): closed work permit for entrepreneurs
  • C12 (ICT): closed work permit for multinational transferees
  • C16 (Significant Benefit): closed work permit for discretionary cases
