C11 — Owner / Operator Entrepreneur Work Permit

An LMIA-exempt work permit code for entrepreneurs who own/operate a Canadian business and create significant economic benefit. Commonly used as a stepping-stone to PR through PNP business streams.

What is C11?

C11 is an LMIA-exemption code under the Significant Benefit category (IRPR s.205(a)). It allows entrepreneurs to obtain a Canadian work permit to start, purchase, or operate a Canadian business — without requiring an LMIA.

Who qualifies for C11

Practical criteria typically applied:

  • Majority ownership (50%+) of the Canadian business
  • Business plan demonstrating significant economic, social, or cultural benefit to Canada
  • Adequate personal funds to start/operate the business
  • Active participation in the business (not just passive investment)
  • Genuine business intent — not solely an immigration scheme

Significant benefit — the central test

The C11 officer must conclude that your business creates significant benefit to Canada. Typical evidence:

  • Hiring Canadian workers (often, 3+ jobs within 1-2 years)
  • Bringing investment capital
  • Filling a market gap (often, in niche industries or underserved regions)
  • Connecting Canadian businesses to international markets

C11 vs SUV (Start-Up Visa)

  • C11: Work permit — temporary status; can lead to PR through PNP Entrepreneur or other pathways
  • SUV (Start-Up Visa): Direct PR pathway requiring designated venture-capital, angel-investor, or business-incubator support

C11 to PR

Most C11 holders transition to PR through:

  • Provincial PNP Entrepreneur streams (OINP Entrepreneur, BC PNP Entrepreneur, AAIP Business, SINP Entrepreneur)
  • Federal Self-Employed program
  • Express Entry CEC (if the C11 work qualifies as TEER 0/1 work after 12 months)
