Federal Skilled Worker (FSW) and Canadian Experience Class (CEC) are two of the three Express Entry programs (the third is FST — Federal Skilled Trades). Both lead to permanent residence; eligibility, settlement-funds requirements, and typical applicants differ materially.

When FSW is the right choice

  • You're applying from outside Canada (no Canadian work experience yet)
  • You have 1+ year of skilled foreign work experience (TEER 0/1/2/3)
  • You have CLB 7+ across all four abilities
  • You have a foreign degree with a positive ECA (WES, ICAS, IQAS, ICES)

Most Pakistani, Indian, and Gulf-resident applicants outside Canada qualify under FSW.

When CEC is the right choice

  • You're already in Canada with 1+ year of skilled Canadian work experience (under PGWP, IEC, or any other authorized work permit)
  • You have CLB 7 (TEER 0/1) or CLB 5 (TEER 2/3)
  • You want to skip the settlement-funds requirement
  • You want the fastest processing window

Most PGWP holders use CEC. It's the standard pathway from international-student-to-PR.

The dual-eligibility scenario

If you have both foreign and Canadian skilled work experience, you qualify for both programs. IRCC places you in the pool under whichever scores you highest. In most cases, that's CEC — because CEC doesn't require settlement funds and processes faster. The CRS score itself is calculated identically across both programs; the differentiation is at the eligibility and document-package layer.

How the choice affects your file

  • Documentation — FSW requires settlement-funds proof + ECA + foreign-employer reference letters. CEC requires Canadian-employer reference letters + Canadian payroll records (T4s, NOAs).
  • Processing speed — CEC typically lands COPR 1-3 months faster than FSW.
  • CRS points — Same total CRS regardless of program. CEC applicants typically score higher because they have Canadian work experience (which adds CRS).
  • PNP enhancement — Both FSW and CEC profiles can receive PNP nominations (+600 CRS).

Can I qualify for both FSW and CEC?

Yes — if you have 1+ year of foreign skilled work AND 1+ year of Canadian skilled work, you qualify for both. The Express Entry system places you in the pool under whichever program scores you highest. In practice, most dual-eligible applicants are processed under CEC because it doesn't require proof of settlement funds.

Does FSW or CEC have a faster processing time?

CEC is generally faster — IRCC's CEC service standard is around 6 months, often achieved in 4-5 months for in-Canada applicants. FSW averages 5-7 months. Both have improved post-2022 but CEC remains the faster route.

Do I need settlement funds for both?

FSW requires proof of settlement funds (CAD 14,690 for single applicant + 3,966 per additional family member; figures indexed annually). CEC does not require settlement funds proof. This is the most material difference between the two programs at the eAPR stage.

Which program needs higher CLB?

FSW requires CLB 7 across all four abilities. CEC requires CLB 7 for TEER 0/1 occupations OR CLB 5 for TEER 2/3 occupations. CEC is more flexible at lower TEER levels.

I'm a PGWP holder — FSW or CEC?

CEC almost always — your Canadian work experience under PGWP directly qualifies you. You skip the settlement-funds requirement and processing is typically faster. The exception is if your Canadian experience is less than 12 months but your overseas pre-Canada experience exceeds 1 year — then FSW becomes the path.
