The Hong Kong permanent residence pathway — introduced in 2021 in response to the situation in Hong Kong — has been extended multiple times since. As of 2026, both Stream A and Stream B remain operational with ongoing program modifications. For Hong Kong residents currently in Canada or planning to come, understanding the current state of eligibility is essential.
This post covers the current Hong Kong PR pathway in plain terms.
The two streams
Stream A — International graduate stream
For Hong Kong residents who have graduated from a Canadian post-secondary program within the last 3 years.
Eligibility:
- Hong Kong SAR passport or BN(O) (British National Overseas) passport
- Completed an eligible Canadian post-secondary program (degree, diploma, or certificate of at least 2 years OR shorter graduate-level program)
- Graduated from a Designated Learning Institution (DLI) within the last 3 years before applying
- CLB 5+ in English or French
- Currently in Canada (or eligible exemption)
- Standard admissibility (medical, criminality, security)
Stream B — Work experience stream
For Hong Kong residents with 1+ years of cumulative Canadian work experience over the last 3 years.
Eligibility:
- Hong Kong SAR passport or BN(O) passport
- 1,560+ hours of authorized full-time work in Canada in the last 3 years (or part-time equivalent)
- Work experience in any TEER level (skilled or unskilled — broader than Express Entry CEC)
- CLB 5+ in English or French
- Currently in Canada (or eligible exemption)
- Standard admissibility
Open work permit for Hong Kong residents
Separate from the PR pathway, IRCC offers a Hong Kong-specific Open Work Permit (OWP). This OWP allows Hong Kong residents to come to Canada and work for any employer, building toward Stream B work-experience eligibility.
Eligibility:
- Hong Kong SAR or BN(O) passport
- Completed Canadian or qualifying-equivalent post-secondary credential within the last 10 years (recently extended)
- Standard admissibility
The Hong Kong OWP has been extended through 2026 with periodic IRCC announcements. Verify current expiry date and eligibility against live IRCC instructions.
How the Hong Kong pathway compares to standard Express Entry
For Hong Kong residents specifically:
| Factor | Hong Kong Stream A/B | Express Entry CEC | Express Entry FSW |
|---|---|---|---|
| Language requirement | CLB 5+ | CLB 7+ (TEER 0-1) or 5+ (TEER 2-3) | CLB 7+ |
| Work experience | Stream B: any TEER, 1+ year | TEER 0-3, 12+ months | TEER 0-3, 1+ year continuous |
| Education | Stream A: Canadian credential | Not strictly required | ECA required |
| CRS calculation | Not used | Federal CRS | Federal CRS |
| Direct PR | Yes | Yes | Yes |
| Processing time | 18-30 months | 5-7 months from AOR | 5-7 months from AOR |
For Hong Kong residents who don't meet Express Entry CRS thresholds (~480-540), the Hong Kong pathway offers direct PR with lower language requirements. The trade-off is longer processing time — but the certainty of approval (subject to admissibility) is higher.
Common scenarios
Hong Kong resident currently in Canada on Hong Kong OWP
Most common scenario. Pathway:
- Continue on OWP, accumulating work experience.
- After 12+ months of work, apply for PR via Stream B.
- Federal processing 18-30 months.
- Land as PR.
Hong Kong resident in Canada on study permit, recent graduate
Pathway:
- Apply for PR via Stream A immediately after graduation.
- Maintain status (PGWP if eligible, or visitor record while application processes).
- Federal processing 18-30 months.
- Land as PR.
Hong Kong resident outside Canada
The Hong Kong PR pathway is generally for residents already in Canada. From outside Canada:
- Apply for the Hong Kong OWP.
- Once issued, come to Canada and start work.
- After meeting Stream A or B eligibility, apply for PR.
Alternatively, Express Entry FSW from Hong Kong is a viable parallel pathway for high-CRS candidates.
Documentation specifics
- Hong Kong SAR passport or BN(O) passport — both qualify.
- HKID (Hong Kong Identity Card) — supplementary identity.
- Hong Kong police certificate — issued by the Hong Kong Police Force; required for the PR application.
- Educational credentials — for Stream A, Canadian DLI completion documents; for Stream B, supplementary education documentation may be required.
- Work experience documentation — Canadian employer letters, pay stubs, T4s for Stream B.
- Language test — IELTS / CELPIP / TEF / TCF with CLB 5+.
What to expect through 2026
The Hong Kong pathway has gone through multiple extensions. IRCC's pattern has been to announce 1-2 year extensions periodically rather than make the program permanent. Likely 2026-2027 evolution:
- Continued extensions of OWP and PR pathway eligibility.
- Possible modifications to specific eligibility criteria (post-secondary credential recency, language requirements).
- Potential closure if Hong Kong-Canada political dynamics change — though there are no announced closure plans as of mid-2026.
For Hong Kong residents who qualify, applying sooner rather than later is the safer move given the program's policy-dependent nature.
